Minute Order No. 2011 -066, Motion Authorizing the City Manager to Execute an Agreement Extension with Directions to Negotiate for More Favorable Terms and Bring an Agreement back to the City Council for Consideration. The City Council authorized the City Manager to execute an agreement extension with directions to negotiate for more favorable terms and bring an agreement back to the City Council for consideration. M /S /C Prola and Cutter. Ayes: 6; Noes: 0; Absent: Cassidy (1) B. Resolution Authorizing Submitting the 2013 Regional Transportation Plan and 2012 Countywide Transportation Plan Project List (authorizes submittal of a list of projects to Alameda County Transportation Commission [ACTC] for the subject plans and subsequent development of a new Transportation Expenditure Plan). City Manager Hollister announced that Principal Engineer Keith Cooke would give a presentation. The City Council recessed from 9:00 p.m. to 9:07 p.m. Mr. Cooke gave a PowerPoint presentation on the upcoming call for projects for the Regional Transportation Plan and the Countywide Transportation Plan, providing an update on the proposed projects moving forward in the transportation planning process. At the end of the presentation, Mr. Cooke noted that other suggestions could be included in the list of projects. Councilmember Cutter asked if the TOD (Transit Oriented Development) at Bayfair will be joined with Alameda County. Mr. Cooke reported that the Bayfair project has not been completely planned at this time. Public Comments on Item 10.B.: Wafaa Aborashed, San Leandro resident, addressed the City Council, commenting on the complexity of SCS (Sustainable Communities Strategy), a lack of public communications, the health impacts of diesel emissions and greenhouse gases on the community, the mitigation efforts to reduce greenhouse gases, and public transportation in the West San Leandro area. She stated that she is against the projects because of the lack of consideration on the health impacts. End of Public Comments on Item 10.B.
