MINUTES Page 13 <br /> City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting — April 4, 2011 <br /> Councilmember Starosciak thanked staff for the presentation and the work done within <br /> the Alameda County Transportation Commission's short timeframe. She expressed <br /> appreciation for Ms. Aborashed's comments and input on the health issues. <br /> Councilmember Starosciak concurred with the concerns about greenhouse gases and <br /> diesel particulates. She commended staff on the public outreach and noted the <br /> extensive public participation during the short timeframe. Councilmember Starosciak <br /> expressed support for the projects, and moved to adopt the resolution. <br /> Councilmember Gregory expressed support for the projects, and commented that Ms. <br /> Aborashed's comments were valid. He commented that he would like to see a Health <br /> Element in the General Plan. He commended Engineering and Transportation <br /> Department and Community Development Department staff for being in front of SB <br /> 375, which may help the City in funding opportunities. <br /> Councilmember Souza seconded the motion. <br /> Councilmember Prola expressed support for the matter, and thanked Ms. Aborashed for <br /> her comments. He commented that it is important to reduce greenhouse gases and that <br /> housing along transportation corridors may help achieve the reduction. <br /> 1. Resolution No. 2011 -071, Resolution Authorizing Submitting the 2013 Regional <br /> Transportation Plan and 2012 Countywide Transportation Plan Project List <br /> (authorizes submittal of a list of project to Alameda County Transportation <br /> Commission [ACTC] for the subject plans and subsequent development of a new <br /> Transportation Expenditure Plan). <br /> M/S /C Starosciak and Souza. Ayes: 6; Noes: 0; Absent: Cassidy (1) <br /> C. Update on Dowling Dutton Beverly Sewer Relocation. (Taken prior to Item 10.A. <br /> with concurrence of the City Council.) <br /> D. Report on Closed Session Actions Taken. <br /> City Attorney Williams reported on the joint City Council and Redevelopment Agency <br /> closed session held earlier this evening, in the matter of Preserve San Leandro Mobility; <br /> and PH Holdings, L.P. v. City of San Leandro; San Leandro Redevelopment Agency, a <br /> case pending in Superior Court. <br /> In the closed session, the City Council authorized the City Manager to execute a <br /> Settlement Agreement and Mutual Release of All Claims, by and between Preserve San <br /> Leandro Mobility, PH Holdings, L.P., Kaiser Foundations Hospitals, the San Leandro <br /> Redevelopment Agency and the City of San Leandro, by a vote of 6 to 0, with Mayor <br /> Cassidy absent. <br /> The Redevelopment Agency also authorized the Executive Director to execute the same <br /> Settlement Agreement by a vote of 6 to 0, with Chair Cassidy absent. <br />
