E., City Engineer <br /> Engineering and Transportation Department <br /> SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> RESOLUTION ACCEPTING THE WORK FOR THE EAST 14 STREET (SR 185) WEST <br /> BROADMOOR BOULEVARD TO HAYS STREET STRIPING AND PEDESTRIAN <br /> IMPROVEMENTS, PROJECT NO. 09-120-38-244. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends acceptance of the work, filing of the Notice of Completion, and upon <br /> completion to the satisfaction of the City Engineer of the one -year maintenance period, hereby <br /> authorizes the City Manager to release the Maintenance Bond for the subject project. <br /> BACKGROUND <br /> This project provided for new roadway striping along East 14 Street between Hays Street and <br /> West Broadmoor Boulevard. The project also included the construction of a semi - roundabout at <br /> the intersection of San Leandro Boulevard and West Broadmoor Boulevard. <br /> The project resulted from several community meetings to address the community's goals of <br /> improving northbound traffic flow on East 14 Street, providing better access from side streets <br /> and enhancing pedestrian safety. The project included: 1) removing the existing striping and <br /> replacing it with the reconfigured striping design; 2) removing and replacing traffic loops at the <br /> East 14` Street and Dutton Avenue intersection; and 3) reconfiguring the traffic signal's mast <br /> arms to line up correctly with the reconfigured striping. <br /> The project maintained the center two -way left -turn lane, but an additional through travel lane <br /> was added in the northbound direction between Hays Street and Georgia Way north of Dutton <br /> Avenue. Pedestrian safety features, such as in- street pedestrian signs, were added at selected <br /> crosswalks that serve relatively higher pedestrian volumes but do not have traffic signals. Two - <br /> way left -turn lanes and parallel parking remained. <br />
