CITY OF SAN LEANDRO
STAFF' REPORT APPROVED AND
FORWARDED
TO CITY COUNCIL
DATE: June 6, 201 1
S tephen L. Hollister
TO: Stephen L. Hollister, City Manager City Manager
FROM: . Uchenna Udemezue, Director
Engineering and Transportation a artment
BY: Kenneth Joseph, City Engineer
Engineering and Transportation Department
SUBJECT PROJECT /PROJECT DESCRIPTION:
RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO INTERNATIONAL
SURFACING SYSTEMS FOR TI-IE ANNUAL STREET SEALING 2010 -11 PROJECT,
PROJECT NO. 10 -144 -38 -323.
SUMMARY AND RECOMMENDATION
This project provides for street sealing on streets mostly within the 2011 Asphalt Maintenance
Area.
Staff recommends award of contract to the low bidder, International Surfacing Systems, in the
amount of $702,023.00 for the subject project.
BACKGROUND
Every year City staff conducts a pavement condition survey using the Pavement Maintenance
System to determine the conditions of city streets. Based on this survey, city streets are
recommended for various treatments, which include reconstruction, overlay or sealing. Streets
that are in good structural condition but have surface deterioration are recommended for
maintenance treatments using slurry seal, microsurfacing, cape seal, or a combination of these
treatments. The purpose of these sealing treatments is to prolong the life of the existing
pavement.
The streets in the City were divided into four Asphalt Maintenance Areas, which allows
Engineering and Transportation staff to effectively coordinate with Public Works Services staff
to ensure an efficient use of resources to maintain city streets. The streets scheduled for this
project generally fall into the 2011 Asphalt Maintenance Area, as shown on the attachment map.
