Eden Road Underground 3 June 6, 2011 <br /> • Eden Road passes through and to a civic area and public recreation area of unusual scenic <br /> interest to the general public <br /> Previous City Council Action(s) <br /> On January 3, 2011 by Resolution No. 2011 -001, the Council approved a resolution establishing <br /> an Underground Utility District on Eden Road from Doolittle Drive to Davis Street. <br /> Applicable General Plan Policy <br /> General Plan Section 44.05 Street Beautification - City should implement programs to <br /> underground utilities along commercial thoroughfares. <br /> Environmental Review <br /> • Placing existing utilities underground is categorically exempt per section 15302 (d) of the <br /> California Environmental Quality Act (CEQA) <br /> • Construction of the Eden Road improvements, including new streetlights powered either <br /> above or below ground, was determined to be categorically exempt per section 15303 (d) of <br /> CEQA when the plan line for the road was adopted in 2007 <br /> Fiscal Impact <br /> • Use of Rule 20A funds will reduce the amount of other funds required to construct the Eden <br /> Road improvement project by approximately $240,000 <br /> • Use of Rule 20A funds on Eden Road will reduce the funds available to other underground <br /> utility projects by approximately $240,000 <br /> • The Eden Road Improvement project will be funded by account number 210 -38 -296 <br /> ! <br /> Tracy Vesely, Dir for <br /> CONCLUSION <br /> Staff recommends approval of a resolution to use Rule 20A funds on the Eden Road <br /> Improvement Project from Doolittle Drive to Davis Street. <br /> G: \Council Items In ProcessUUN 06\Edcn Road Imrov 20A Funds - APPROVE\Eden Rule 20 MEM 3.Doc <br />
