• <br /> . TITLE VII MAPS, BUILDINGS, AND SU3DIVISIONS• <br /> Chapter 3 Zoning <br /> Section 7 -3 -571:' SITE DEVELOPMENT SUB- COMMISSION - POWERS AND <br /> DUTIES. It shall be the duty of the Sub- Commission to review <br /> sketches, layouts, site plans, structural plans and architectural <br /> drawings in connection with any matter before the Sub- Commission. <br /> The Sub - Commission shall have authority to confer with the <br /> applicant or Property owner concerning modifications of the <br /> 'proposal, or conditions necessary to approval, and may approve, <br /> disapprove or conditionally approve the proposal. The <br /> Sub- Commission may refer any matter before the body to the Board <br /> of Zoning Adjustments or Planning Commission (Ord. No. 70 -20; <br /> 4/13/70) <br /> .Section 7 -3 -572: SITE DEVELOPMENT SUB-COMMISSION - SCOPE OF <br /> REVIEW. The Site Development Sub - Commission shall approve any <br /> proposed development Plan which, it its opinion, conforms to the <br /> Purposes of the zone in which it is proposed to be located and <br /> will not be materially detrimental to existing uses in the <br /> vicinity which conform to the purposes of such zone. In making <br /> its determination, the Site Development Sub - Commission shall <br /> consider the arrangement and relationship of proposed structures <br /> to one another and to other developments in the vicinity, and the <br /> adequacy of proposed landscaping, parking spaces, driveways,• <br /> signs, pedestrian and vehicular circulation, and elements of <br /> design affecting the performance characteristics of the proposed <br /> development, and whether energy conservation measures have been <br /> proposed and the adequacy of such measures, including, but not <br /> limitied to, the use of active and passive solar energy systems. <br /> (Ord.
