A dis- trict to be designated as the H -1 District is hereby established as a combining diatrict which may be combined with any multiple residence district or rapid transit district. Except as provided herein, no building within such H -1 Dis- trict shall be constructed to a height in excess of one story. A two -story ceding may be permitted if authorized as a conditional use in accordance with the ptovisionn of Sections 7 -3 -640 through 7 -3 -648.
