Summary of Findings
Final interviews included the following firms: Vavrinek, Trine, Day & Co.; Galina LLP,
JJACPA, Inc. and Maze and Associates.
Staff recommends Maze and Associates. In addition to their extensive auditing and
consulting experience with municipalities and other non - profits, the Maze and
Associates practice also includes broad private sector experience in industries such as
banking and commercial enterprises. The City desires a firm with both municipal and
private sector experience. A firm with a high level of city experience will ensure that the
auditors are current with municipal best practices and the latest Government Accounting
Standards Board Pronouncements (GASB Policies).
Maze and Associates has experience with numerous government agencies, including
comparable cities such as the City of Palo Alto, City of Alameda and the City of
Livermore. These cities are similar in that they have enterprise funds, qualify for a single
audit, are audited for grant compliance, and maintain redevelopment agencies. In
addition, Maze & Associates offers other services such as fraud investigation, fee and
user studies, performance audits, revenue enhancement assistance, and debt financing
analysis. Maze & Associates pricing was competitive and is proposed at $55,910 for the
fiscal year ending 2010 -11, $56,748 and $57,599 for the fiscal years ending 2011 -12
and 2012 -13, respectively.
