SUMMARY AND RECOMMENDATION Staff recommends adoption of a resolution approving Parcel Map 10036 for 3000 Davis Street and a resolution vacating portions of the public right -of -way of Eden Road and Davis Street. BACKGROUND The City owns and operates a sewage treatment facility on 12 acres of land known as the Water Pollution Control Plant (WPCP) located at 3000 Davis Street. The WPCP receives and treats residential, commercial, and industrial wastewater from approximately two - thirds of the city. The WPCP was originally constructed in 1938 and several expansions and modifications have occurred since then. To maintain the reliability of the aging facility and comply with current and upcoming regulatory requirements, the WPCP will be rehabilitated and expanded. Design of the project is complete and bids for construction received. The project will be presented to the Council for award in the near future. Prior to the project beginning construction, staff must complete the building permit process. The WPCP currently occupies eight parcels of land, three of which have restrictions on new buildings because a portion of each parcel is within the 100 -year flood zone. If any portion of a
