Cooke, Principal Engineer <br />Engineering and Transportation Depart e ytt <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF APPROVING PARCEL MAP 10036 FOR 3000 DAVIS STREET, SAN <br />LEANDRO, ASSESSOR'S PARCEL NOS. 077A- 0649 - 003 -03, 077A- 0649 - 012 -00, AND <br />077A- 0649 - 003 -02; OWNER, SUBDIVIDER, AND APPLICANT: CITY OF SAN LEANDRO; <br />AND VACATING PORTIONS OF THE PUBLIC RIGHT -OF -WAY OF EDEN ROAD AND <br />DAVIS STREET (AT 3000 DAVIS STREET). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends adoption of a resolution approving Parcel Map 10036 for 3000 Davis Street <br />and a resolution vacating portions of the public right -of -way of Eden Road and Davis Street. <br />BACKGROUND <br />The City owns and operates a sewage treatment facility on 12 acres of land known as the Water <br />Pollution Control Plant (WPCP) located at 3000 Davis Street. The WPCP receives and treats <br />residential, commercial, and industrial wastewater from approximately two - thirds of the city. <br />The WPCP was originally constructed in 1938 and several expansions and modifications have <br />occurred since then. To maintain the reliability of the aging facility and comply with current and <br />upcoming regulatory requirements, the WPCP will be rehabilitated and expanded. <br />Design of the project is complete and bids for construction received. The project will be <br />presented to the Council for award in the near future. Prior to the project beginning construction, <br />staff must complete the building permit process. <br />The WPCP currently occupies eight parcels of land, three of which have restrictions on new <br />buildings because a portion of each parcel is within the 100 -year flood zone.
