PM 10036 — 3000 Davis Street 2 June 20, 2011 <br />parcel of land is within the 100 -year flood zone, construction is subject to certain requirements. <br />Compliance with building codes require that areas within the flood zone be identified and <br />designated as a flood zone and a no -build area and that a Flood Elevation Certificate be prepared <br />for all buildings and equipment pads placed on the restricted parcels of land. <br />Analysis <br />The City has two options to deal with this issue. Option one is to build upon the restricted <br />parcels as they currently exist. This option requires building all new improvements above the <br />flood elevation. This is impractical because the new improvements need to be built to match <br />existing improvements that are currently below the minimum elevation. <br />Option two is to redraw the boundaries of each parcel via a parcel map. The result will be that <br />the area within the 100 -year flood zone is contained on one parcel and the remainder of the <br />WPCP is on a separate parcel outside the flood zone, eliminating the restrictions on construction. <br />This is the option that staff recommends. Parcel Map 10036 will combine all the existing parcels <br />that make up the WPCP into two parcels. One parcel will be for the FEMA flood zone and the <br />second parcel for the area outside the FEMA flood zone. The proposed improvements will be <br />located on the second parcel outside the FEMA flood zone. <br />In addition, Parcel Map 10036 will incorporate the recently acquired lots at 2660 Eden Road and <br />2550 Davis Street on the east side of the WPCP property for the easterly expansion of the WPCP <br />property. Parcel Map 10036 combines these two parcels with the other WPCP parcels and <br />dedicates the property required by the Eden Road Plan Line for the extension of Eden Road to <br />the intersection of Davis Street and Business Center Drive. <br />Parcel Map 10036 will also vacate the portion of Davis Street and Eden Road on the WPCP <br />property. The original Eden Road and Davis Street rights -of -way still bisect the WPCP even <br />though there has been no public access to these portions of the roadway since the facility was <br />constructed. This action is necessary to correct building code issues created by the proximity of <br />existing buildings and equipment to the old right -of -way. <br />Finally, Parcel Map 10036 will dedicate right -of -way on Davis Street and correctly describe the <br />geometry of the Davis Street cul -de -sac. The dedication is required so that the right -of -way line <br />matches the existing improvements. <br />Current City Council Policy <br />Title VII, Chapter 1 of the San Leandro Municipal Code and the Subdivision Map Act set the <br />authority and procedure for processing parcel maps. <br />Applicable General Plan Policy <br />The Parcel Map complies with the General Plan. <br />
