• • <br /> • <br /> 2. Update on Noise Insulation Program <br /> William Schock gave an update on the insulation program. Constntction is complete on the <br /> 10 introductory phase homes. Staff will be bringing a recommended notice of completion to <br /> the City Council this month. Surveying and architectural plans of the next phase of homes <br /> continues. There are 93 homes being surveyed now. Once construction plans are prepared, <br /> staff will come to the City Council with a recommendation to authorize the contractor from <br /> the introductory phase to continue on with the next phase of homes. <br /> Notices are being sent out to the remaining homes in the 56dB noise contour, announcing <br /> that another lottery drawing will be held to complete the entire project. There are 57 <br /> available slots to be filled to complete the 200 home project. It is anticipated the next lottery <br /> drawing will be held in November. <br /> A noise measurement report was distributed, indicating post - construction noise reductions in <br /> the sample homes from the introductory phase. One home experienced a 5.7dB reduction in <br /> the bedroom, while another experienced a 7 dB reduction in the living room and bedroom. <br /> Both are considered significant reductions in interior noise (the standard for FAA - funded <br /> insulation projects is a reduction of 5dB). Committee members discussed the need to see pre - <br /> construction data in the report. Consultant Carla Kell -Smith will have the sound consultant <br /> include that data in the report. <br /> Committee Recommendations <br /> None <br /> 3. Discussion Regarding Public Comments Following Each Agenda Item <br /> Committee Chair Grant had asked that there be discussion regarding whether or not there <br /> should be public comments after each agenda item and whether or not a comment/speaker <br /> card should be used during the meetings. After discussion, the consensus of the Committee <br /> was to continue with the practice of allowing public comments after each agenda item, <br /> when appropriate. The Chair will facilitate the discussions, keeping in mind items on the <br /> agenda yet to be covered. The Committee asked staff to be sure that meeting agendas are <br /> not so full that they preclude discussions on all agenda items. <br /> Recommendations <br /> None <br /> 4.
