• • <br /> Regarding the request to implement the rolling take -off procedure as a standard departure <br /> procedure for the airport, Committee Members encouraged the Port to not delay until the <br /> next Noise Forum meeting in getting a letter to the FAA. Port staff will ask the Forum <br /> facilitator to poll the Forum members and ask for their approval to send a letter to the FAA <br /> from the Forum Co- chairs prior to the October 20 meeting. <br /> The attached handout provides an overview of the Airport Development Program's status. <br /> Mr. Grossman stated that the Port is intending on making the Airport's website more <br /> informative as more projects get underway. <br /> Regarding the status of the Oakland Maintenance Center (formerly the United airlines <br /> hangar), the Port is looking to the Master Plan process to develop a clearer picture of how <br /> this property will be used in the future. It is possible that the site will be used for terminal <br /> support facilities (i.e. cargo loading operations for passenger planes, provisioning and food <br /> storage, equipment operations). <br /> Regarding the Runway 11 noise abatement departure, Airport staff reported that the Air <br /> Traffic Control Tower is training now on . all procedures for "Southeast Plan" operations that <br /> occur when weather patterns change. This departure procedure is contained within a letter of <br /> agreement with the Tower and Controllers are reviewing this procedure as part of their <br /> current training. The Airport Noise Management Office will notify tower supervisors <br /> whenever they see the procedure is not being followed. <br /> The Port also provided the attached handouts, giving overviews of the Master Plan process. <br /> 2. Committee Member Comments <br /> Committee Member Santos suggested changes need to be made in the way the Noise Forum <br /> meetings are facilitated. Public comments are often too long and out of control. Port staff <br /> suggested this matter be brought up with the Forum Co- chairs with recommendations for <br /> improving the format of public comments. <br /> Committee Member Santos commented on the pile- driving that had occurred for weeks at the <br /> Airport. Mr. Grossman apologized for any inconvenience to the community. For this <br /> particular construction, there were no alternatives. However, there should not be any need <br /> for nighttime pile - driving for any other phases of the Airport Development Program. All <br /> future pile - driving should be done during the daytime. <br /> 3. Public Comments <br /> A member of the East Bay press suggested the Port make an effort to notify the media earlier <br /> when projects or activities need to be announced to the public. <br /> 4.
