This does not happen frequently and usually applies <br /> to chartered flights. Compliance is very good. <br /> 10) Please explain the plan for preferential runway use for nighttime diversion of <br /> flights to 27L if a second ILS is installed at the North Field. <br /> Answer: As discussed with the North Field Group, the Airport would add a noise <br /> abatement procedure in the form of a preferential runway use program, directing <br /> arrivals to use Runway 27L instead of 27R in order to minimize noise to the <br /> extent possible on close -in neighborhoods. Airport staff will work with the FAA <br /> and North Field Group to establish the details, including time of day parameters, <br /> for the program. At the very least, this could occur during the Quiet Hours <br /> program (10 p.m. — 6 a.m.) and may be able to begin, at least for some aircraft, <br /> during evening hours. <br /> 11) Please explain the planned use of the runways during daytime hours for <br /> touch - and -go operations if a second ILS is installed at the North Field. <br /> Answer: Today, touch and go operations take place on 27L, which keeps the <br /> training flights over industrial and park areas. If two ILS's are installed on North <br /> Field, we recommend keeping the touch and go flights on 27L, away from <br /> residential areas. To ensure this will continue, instrument arrivals could be <br /> directed by the FAA Tower to use 27R in order to achieve safe and efficient <br /> separation of aircraft. The Tower has suggested that this is a logical practice to <br /> implement. <br /> Due to our good weather, the majority of North Field arrivals approach the Airport <br /> under "visual" flight rules, and most small planes choose to land on 27R anyway <br /> .due to its proximity to North Field facilities. Consequently, most pilots would <br /> choose to land on 27R whether there are two ILS's or just one. In addition, <br /> during those periods when there no touch and go operations, pilots of corporate <br /> jets and/or larger prop planes may request, or be directed by the Tower, to land <br /> on 27L. <br /> 12) How many instrument landings take place at the North Field on an average <br /> daily basis? What is the percentage of ILS arrivals at night? <br /> Answer: It is difficult to determine the number of aircraft that fly using instrument <br /> flight rules (IFR) and actually use the ILS to land. For example, the FAA Tower <br /> counts the number of IFR•and VFR flights per day; however, a pilot may file an <br /> instrument flight plan but during clear weather, he may land visually without <br /> following the ILS.
