FOR THE ANNUAL OVERLAY /REHABILITATION 2010 -11 PROJECT, <br />PROJECT NO. 10-149-38-327. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends award of the construction contract to the low bidder, Gallagher & Burk, Inc., <br />in the amount of $1,009,729.50 for the subject project. <br />BACKGROUND <br />City staff conducts periodic pavement condition surveys using our Pavement Maintenance <br />System to determine the condition of City streets. Based on these surveys and other <br />considerations, such as: 1) available project funds; 2) proximity to future land development <br />projects; and 3) other engineering considerations, a list of City streets to reconstruct was <br />established. <br />The subject project is for the reconstruction of street segments using a cement stabilized base. <br />The process involves removing the top layer of asphalt concrete (AC), mixing cement into the <br />road base to provide a stable foundation, and installing a surface course of AC. This method of <br />rehabilitation costs significantly less than traditional road reconstruction methods due to reduced <br />use of imported raw materials and hauling costs. <br />Analysis <br />Based on information obtained from the pavement condition survey and discussions between <br />Engineering and Transportation Department and Public Works Services Street Maintenance <br />staff, the following street segments were selected for treatment as part of the Annual <br />Overlay/Rehabilitation 2010 -11 Project: <br />
