BART — Downtown Pedestrian Improvements <br />CSA - Golden Associates 3 July 18, 2011 <br />The subject contractual services agreement will provide comprehensive design services for all <br />components related to landscape architecture, including planting, irrigation, landscape areas, <br />storm water treatment measures, ornamental signage, and other ancillary streetscape features. <br />Previous City Council Action(s) <br />• On March 7, 2011, by Resolutions 2011 -056 and 2011 -057, the City Council authorized <br />funding for the design phase of the subject project and approved the federal program <br />supplement agreement 017 -E <br />• On July 19, 2010, by Resolution 2010 -093, the City Council authorized an application for a <br />federal Surface Transportation Program (STP) and/or Congestion Mitigation and Air Quality <br />Improvement (CMAQ) funding grant, also known as a Transportation for Livable Cities <br />(TLC) grant, as managed by the Metropolitan Transportation Commission (MTC). This <br />resolution also committed the City to providing the necessary matching funds <br />• On September 4, 2007, by Resolution 2007 -111, the City Council approved the TOD <br />Strategy, a plan that first outlined the idea of making San Leandro Boulevard/ BART Station <br />more pedestrian - friendly, thereby increasing the vibrancy in the downtown core area <br />Applicable General Plan Policy <br />Goal 6: Downtown Revitalization; Foster the development of Downtown San Leandro as the <br />geographic and social heart of the city. <br />Permits and /or Variances Granted <br />• Electrical and building permits will be obtained from the City of San Leandro Building <br />Department as appropriate <br />• Encroachment permits from Caltrans and BART shall be obtained as necessary for work <br />within the right of way belonging to these jurisdictions <br />Environmental Review <br />NEPA clearances will be obtained prior to construction as part of the requirements for federal <br />funding. <br />Code Compliance Review <br />Electrical and building permits will be obtained from the City of San Leandro Building <br />Department as appropriate. <br />Board /Commission Findings <br />Project design will be presented at a future Facilities and Transportation Committee meeting <br />prior to finalizing design for the project. <br />
