Contingencies are not eligible. <br /> • 8: Review of the P &S by the Division is conducted to determine eligibility and administrative compliance <br /> with the Policy. Issuance of the AOA does not relieve the Recipient and the design engineer of their <br /> legal liability for the adequacy of the design. <br /> 9. The review of the P &S is for eligibility and administrative purposes as well as to assess conformance <br /> with the Project Report and FPA. <br /> • <br /> 3 - PROJECT PERFORMANCE STANDARDS <br /> Project Objectives <br /> • <br /> 1. The Project must meet the intended goals and objectives. All components of the Project shall meet <br /> the material, workmanship, and performance standards identified in the contract P &S and shall be <br /> operational at the time of project performance certification. <br /> 2. The Project must have a level of staffing sufficient to properly operate and maintain the facilities. The <br /> Recipient must ensure that the funded facilities will be properly operated and maintained for the <br /> estimated life of the Project. <br /> 3. The Recipient's Project shall meet all conditions and requirements contained in the Waste Discharge <br /> Requirements (WDR), National Pollution Elimination Discharge System (NPDES), and Cease and <br /> Desist/Time Schedule Orders, if applicable. <br /> Project Performance Standards during Certification Period <br /> • <br /> 4. Major mechanical components and process units shall be tested for the maximum design flow rates <br /> and wastewater concentrations, where feasible, to determine that the project performance objectives <br /> are met. <br /> Data Collected for the Project <br /> 5. The existing operation and maintenance tracking system must be updated or a new operation and <br /> maintenance tracking system must be established to include all new mechanical and electrical <br /> equipment, spare parts, and a record of preventative and corrective maintenance tasks scheduled <br /> and performed. <br /> 6. Recorded data shall be collected and used to compare actual performance with project objectives and <br /> the WDR /NPDES Permit. An operation and maintenance log shall include the following: <br /> General Treatment Plant Data <br /> a. A daily operation log must be created and maintained to document operational data and visual <br /> observations; <br /> b. Plant influent flow records (continuous); <br /> c. Plant influent and effluent five -day Biochemical Oxygen Demand (BODS) and Suspended Solids <br /> (SS) concentrations (weekly 24 -hour composite sample); <br /> d. Records of preventive and corrective maintenance scheduled and performed; and <br /> e.
