providing that the City of San Leandro remains competitive with <br />its immediate neighbors. <br />Alternate Connection Fee Calculations <br />The prior analyses are those used in the past and commonly <br />employed by wastewater utilities with nonresidential fees then <br />established by dividing the residential use characteristics into <br />the connection fee costs allocable to flow, BOD and SS. The <br />City's single- family use characteristics are relatively low, and <br />the City's WPCP has relatively high but unused capacities of <br />flow, BOD and SS. The result is different than if the design <br />capacities of the WPCP are used. The unit costs then become <br />$4.50 /gpd for flow, $235 lb /day for BOD and $250 /b /day for SS <br />which times current single - family use of 164 gpd, 0.24 lb /day of <br />BOD and 0.24 lb /day for SS equal a fee of only $855.00. The same <br />calculation but allocating the current connection fee of $950.00 <br />and dividing by single- family use yields unit costs of $4.34 /gpd <br />for flow, $475 lb /day for BOD and $475 lb /day for SS. Assuming <br />the City maintains the single- family connection fee of $950.00, <br />the alternate means of calculating connection fee unit costs only <br />affects high - strength users and would lower their connection <br />fees. <br />Connection Fee Assessment Recommendations. Presented below <br />are the connection fee recommendations for the assessment of <br />nonresidential connection fees with no changes proposed because <br />the change made to single - family residential flows was minor and <br />have even less affect on nonresidential connection fees because <br />most are based on flows and the flow /gpd it not being changed. <br />1. An equivalent single - family residential dwelling unit <br />should for connection fee purposes should be defined as <br />discharging 164 gpd, 0.24 lb /day of BOD, and 0.24 <br />lb /day of SS. <br />2. The basic connection fee should should continue to be <br />allocated to the treatment parameters in accordance <br />with a composite of the wastewater treatment plant and <br />disposal system cost allocations which are summarized <br />below: <br />_ Peak month <br />Flow: 75 percent <br />BOD: 12 percent <br />SS: 13 percent <br />Unit costs for each treatment parameter are then be <br />calculated and used to develop nonresidential connec- <br />tion fees. Unit costs for the single- family <br />connection fee of $950 are shown on the following page <br />for standard design and alternate design.
