Any change to the site plan, floor plan, elevations or modification of the proposed use, including hours of operation, shall be subject to the review of the Community Development Director, who may approve it administratively or direct it to the Board of Zoning Adjustments for a formal public hearing as a modification to the use permit. B. The hours of daily everyday operation for the auto parts sale use shall be no earlier than 8:00 a.m. to no later than 10:00 p.m. Any expansion or modification to the hours shall be requested in writing to the Community Development • Director, who may approve the request or direct the matter to the Board of Zoning • Adjustments. C. These conditions of approval shall be posted in the building prior to opening the business on the property, and shall be made accessible to all employees. D. There shall be no vehicle repair or servicing work conducted on the property, with the exception of the business owner performing diagnostic work under the dashboard, assisting with battery replacement or assisting with windshield wiper replacement for customers; signs prohibiting vehicle repair and service shall be posted and enforced by the business owner. E. There shall be no display, storage or sale of merchandise outside the building. F. No shopping carts shall be stored outside the building; they shall be placed in a designated area inside the building. Shopping carts left outside by customers shall be retrieved by the business owner and brought inside the building on a regular basis during the business day. • G. No wrecked or inoperable vehicles may be stored outside the building on the property; there shall be no Tong -term storage of vehicles on the property and the site shall be posted with appropriate signs indicating that any vehicle parked or stored for an extended amount of time on the property will be towed away by the business owner at the expense of the vehicle owner. 111. ON -SITE IMPROVEMENTS A. Landscaping 1. Prior to issuance of building pennits, the applicant shall submit final landscape and irrigation plans for the review and approval of the Community Development Department. The plans shall include but are not limited to such details as, I) tree size, species and location; 2) shrubs and groundcovers; 3) installation specifications; 4) irrigation details; 5) water conservation techniques; and 6) maintenance programs to comply with the Zoning Code Article 19 Landscape Requirements (Water .Efficiency Landscape Ordinance, WELD).
