C. Lighting <br /> 1. Prior to issuance of building permits, a final on -site lighting plan including <br /> specifications of lighting standards and photometric calculations and design <br /> details for the proposed light poles and fixtures shall be submitted for review <br /> and approval of the Community Development Director and the Engineering <br /> and Transportation Department. Said plan shall include details regarding <br /> location, pole height, luminaire type, manufacture/model number, bulb type, <br /> candle power, and light levels. <br /> 2. On -site lighting shall be high- pressure sodium or other energy - conserving <br /> lighting and shall be designed and located so as to not interfere with traffic <br /> on adjacent streets and so as not to shine on adjacent properties, details <br /> subject to the approval of the City Engineer and the Community <br /> Development Director. Lighting shall not shine off site onto adjacent <br /> properties or into the public right -of -way. After installation, the Community <br /> Development Director reserves the right to require adjustment of light <br /> fixtures to comply with this requirement prior to approval of occupancy. <br /> D. Sound Wall <br /> 1. Prior to issuance of building permits, final details and specifications on the <br /> perimeter soundwall shall be submitted for review and approval of the <br /> Community Development Director. Said details and specifications shall <br /> include: 1) actual design, colors and finish to the soundwall that blend in <br /> or complement the architectural design and colors of the new building; <br /> and 2) the soundwall along the northerly interior property line shall start at <br /> a point 20 feet from the East 14th Street right -of -way line. The segment of <br /> wall from the beginning of the soundwall to 40 feet from the East 14th <br /> Street right -of -way line may be a minimum of six feet tall to create an <br /> aesthetic transition to the eight foot maximum height for all other portions <br /> of the soundwall. <br /> IV. ENGINEERING AND TRANSPORTATION DEPARTMENT <br /> • <br /> A. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the <br /> City HEREBY NOTIFIES the applicant for this Project that the 90 -day approval <br /> period (in which the applicant may protest the imposition of any fees, dedications, <br /> reservations, or other exactions imposed on this Project by these Conditions of <br /> Approval) will begin on the date of the conditional approval of this Project. If you <br /> fail to file a protest within this 90 -day period, complying with all of the <br /> requirements of Government Code Section 66020, you will be legally barred from <br /> later challenging any such fees, dedications, reservations or other exactions. <br /> B. The proposed development shall comply with City ordinances, policies and <br /> regulations. All improvements shall be in accordance with the City's Design <br /> Agreement to Conditions August 4, 2011 <br /> PLN2011 -00019 Page 6 of 15 <br />
