Alameda County Transportation Improvement Authority <br /> Special Transportation for Seniors and People with Disabilities <br /> Application for Funding, Fiscal Year 2002 -2003 <br /> elements for non -ADA mandated trips and for group trips serving seniors will continue <br /> without interruption at the start of the fiscal year. These programs include: <br /> • Non -ADA Mandated Trips: Trips for ADA- eligible persons that are not located <br /> within 3 /e mile of the fixed routes or during normal operating hours. Reservations <br /> must be made 24 hours in advance. There is a 20- minute window for pickup, and <br /> • limited assistance is provided by the driver. The fare is 52.25 for 8 miles, and the <br /> City's Measure B funds pays for the balance of the actual trip cost. An attendant <br /> rides free; one guest pays a reduced fare. Service is available during the hours of <br /> East Bay Paratransit operation in San Leandro. <br /> • Emergency Rides: Trips for people who have not yet received ADA certification <br /> through East Bay Paratransit. Service is available during the hours of East Bay <br /> Paratransit operation in San Leandro. <br /> • Group Trips: Trips to support the City's Senior Programs for cultural, leisure and <br /> social enhancement and trips to provide local agency assistance to non -profit <br /> agencies, senior residential care facilities and special needs groups that serve <br /> seniors and persons with disabilities. <br /> During the fiscal year, some of these programs may be discontinued as new programs are <br /> started, based on the needs assessment conducted for the plan. <br /> 7.,' Planning Process _ <br /> • Describe planning activities undertaken in connection with this plan, including a <br /> description of consumer and other public involvement: meetings with other agencies <br /> and advisory groups; presentations to boards, commissions, or committees. <br /> • Describe any surveys or analysis conducted and staff reports. <br /> • Describe how the planning process is connected to the service plan: how do the <br /> services planned correspond to the results of the planning process? <br /> Response: <br /> In February, the City Council established a Senior Commission, which will serve as an <br /> advisory committee for the development of the plan. San Leandro also hired a consulting <br /> firm to assist in preparing the plan. <br /> A survey will be distributed to riders of East Bay Paratransit as one element of the needs <br /> assessment. In addition, discussions with the public and key stakeholders will be <br /> conducted through the following activities: <br /> • Focus group of city department representatives to discuss alternatives for <br /> administering and implementing the plan. <br /> • Focus group with the Senior Commission for input into the community's needs. <br /> • Public workshop with residents of San Leandro for input into the community's <br /> needs. <br /> Page 2 <br />
