Alameda County Transportation Improvement Authority <br /> Special Transportation for Seniors and People with Disabilities <br /> Application for Funding, Fiscal Year 2002 -2003 <br /> Focus group with social service and health care providers for input into the <br /> community's needs. <br /> The East Bay Paratransit Consortium has agreed to continue providing non -ADA <br /> mandated trips and emergency rides for FY 2002 -03, but has indicated that the City of <br /> San Leandro should transition to other arrangements for future years. Therefore, <br /> discussions will also be held with nearby cities, the East Bay Paratransit Consortium, and <br /> non -profit agencies on organizational alternatives for implementation of the plan. <br /> Services proposed for implementation in the paratransit plan will be based upon this <br /> public planning process. A presentation to the City Council will be made, summarizing <br /> the planning process and the resulting recommendations for adoption in the plan. <br /> • 8. Needs Identification <br /> • What needs or priorities have been identified that will be met by proposed service <br /> changes? <br /> • What needs or priorities will still not be met even after implementing proposed <br /> service changes? - <br /> Response: <br /> Service priorities will be established with stakeholder and user input through the planning <br /> process described on page 2 of this application. Once service priorities are established, <br /> transportation services will be designed that most effectively meet prioritized service <br /> needs within the available Measure B funding ceilings. <br /> The services described in Question 6 are provided in response to identified paratransit <br /> and transit service gaps in San Leandro. In recent years demand for these services has <br /> not exceeded the Measure B funding available to the City of San Leandro. This has <br /> resulted in a carry over of funding from one year to another. <br /> One of the key objectives of the San Leandro Measure B Paratransit Study is to <br /> determine if there are mobility needs of seniors and persons with disabilities in San <br /> Leandro currently not being met by regular AC Transit and BART services, the East Bay <br /> Paratransit Consortium ADA complementary paratransit services, and the three non -ADA <br /> Measure B transportation services currently sponsored by the City of San Leandro. <br /> Preliminary outreach with the Senior Commission suggests that expanded non -ADA <br /> Measure B transportation services are required to satisfy a wider range of individual <br /> shopping, social and medical trip purposes. Preliminary demand estimates suggest a <br /> potential unsatisfied demand for supplemental Measure B transportation services of <br /> approximately 118,000 passenger trips per year. <br /> Page 3 <br />
