length of dedicated bus lanes allowed for the removal of tum restrictions at Garcia Avenue, <br />Cambridge Avenue, and Sloake3 Avenue. (Sketches of the alternatives are attached.) <br />Discussion ensued indicating that the proposal that ends dedicated lanes at B road moor Boulevard <br />improved the project and eliminated most of the challenges identified. Council Member Coulter <br />noted that the second alternative solves all but the challenges of left turn restrictions at <br />Broadmoor Boulevard and continuity of bus service for travel along the length of Last 14` <br />Street, <br />AC Transit staff then described the route planning process and its need for extensive public <br />outreach. AC Transit would like to talk to the senior communities to determine route heeds for <br />this population. In addition, AC 'Transit staff said that the BRT would start senice operation in <br />2016 and that AC 'I ransit would like to complete the service planning closer to the start of <br />operation to better assess needs at that tune. AC; 'transit committed to implementing a <br />community -based process for route planning to determine the appropriate local service and <br />address changes in the city. City staff and Council Members reiterated the need to accommodate <br />continuous service along Cast 14 "i Street, overall service revels, school service, and future <br />development such as the Kaiser hospital. It was also noted that earlier decisions to end the BRT <br />line at San Leandro BART Were based upon the premise that local service would run in parallel <br />along East 14"' Street with BRT. <br />The discussion continued with AC: Transit describing the project schedule that will include <br />approximately 2 years for design and another 2 years for construction. Vice Mayor Gregory <br />described fitture improvement in the city, such as Lit San Leandro and the need to accornniodate <br />"Complete Streets" requirements along with future planning. The potential changes front the <br />implementation of'the new sales tax measure were discussed. All agreed that a future education <br />prograin should occur and be coordinated between the agencies. <br />The discussion inoved on to the City's approval process. It was noted that San Leandro's <br />approval should coordinate with the City of Oakland. Oakland is scheduled to approve the LPA <br />with conditions of approval on July 11, 2012. AC Transit trust update its federal funding request <br />and project definition for a report it is required to subinit in September to maintain funding. If <br />the City approves the project, there will most likely be conditions. The first condition will be <br />that service planning meetings be completed near the beginning of the BRT service. The second <br />condition � %rill be that those doing the service punning explore the development of a line that <br />extends the length of East 14 Street in San Leandro. <br />Discussion ensued on the proposed improvements, including center stations, sidewalk stations, <br />paving for dedicated lanes, and general design detail. AC Transit staff explained that there will <br />be design review meetings for the project. It was noted that AC Transit would improve <br />pavement where there are BRT dedicated lanes. Council Mcniber Cutter requested that AC <br />Transit provide additional detail for Davis Street stations and ridership along Fast 14th Street for <br />students and seniors to provide clarity on the proposed project. <br />On Anic 8, 2012 the Federal Trari6t Administration completed its review of the AC Transit BRT <br />Final Fnvironmental Impact Statement (I=BIS) and issued a Record of Decision (ROD) for the <br />project. The ROD is issued as part of the National Environmental Policy Act (NFPA) and <br />documents the fact that the project niust incorporate all the mitigations of ady TSe cf�`ects <br />presented in the FFiS. 'These mitigation actions include all commitments to further consultation <br />on specific issues. <br />
