developmentally disabled people, and five (5) properties, which includes the 51 -unit <br />Estabrook Place, that target seniors only. <br />• Mission Bell Apartments has set aside six (6) of its twenty -five (25) rental units as <br />permanent housing with supportive services for age youth adults with mental health <br />disabilities, adults with mental illness or drug recovery with a history of homelessness, <br />and adults with mental health issues and criminal record. Abode Services administers the <br />housing component for these programs, while service provider Tri-City Homeless <br />Coalition collaborates with the Fred Finch Youth Center for the STAY program, the <br />HOPE Project Mobile Health Clinic for the Greater HOPE program, and with the <br />Alameda County Behavioral Health Care Services Agency for the FACT program. These <br />programs are discussed in "Transitional or Permanent Supportive Housing" under <br />Priority 98 on page 12. <br />• Building Futures for Women and Children (BFWC) provides twenty (20) beds for <br />victims of domestic violence in their Sister Me Home Shelter. <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and <br />Maintain Affordable Housing, and Eliminate Barriers to Affordable Housing <br />Activities: <br />♦ Address Obstacles to Meeting Underserved Needs <br />• The Consolidated Plan priorities, discussed in Exhibit A, "Comparison of Goals and <br />Objectives: FY 2010 -2014 Consolidated Plan ", are designed to address the underserved <br />needs in San Leandro. The primary obstacle to meeting the City's underserved needs is <br />securing available adequate funding resources. <br />♦ Foster and Maintain Affordable Housing <br />• The City annually monitors preservation of 613 Below- Market Rate (BMR) rental units <br />(funded and /or regulated by the City/Redevelopment Agency) for tenants earning <br />between 30% and 120% of the Area Median Income. These BMR units include forty -sis <br />(46) units at Surf Apartments whose ownership was transferred from Citizens Housing to <br />Eden Housing this past fiscal year. Additionally, the City monitors sixty (60) existing <br />BMR ownership units. <br />• The 200 -unit Cornerstone at San Leandro Crossings affordable family rental housing <br />development is the redesign of the original 100 -unit The Alameda at San Leandro <br />Crossings project. Representing the initial development under the City's acclaimed 2007 <br />Downtown Transit - Oriented Development Strategy, the Cornerstone project is a planned <br />affordable housing for very low - income households. The redesigned project will <br />construct 50 one - bedrooms, 85 two - bedrooms, and 65 three- bedrooms that include a <br />manager's unit) for very low- and low- income households (60% AMI) and the following <br />amenities: 7,000 square feet of ground floor commercial space, bike parking, a <br />landscaped courtyard, a children's play area, a multi - purpose community room with <br />kitchen, and shared laundry rooms on each floor.
