parking below grade as well as within the ground level of the building with up to 325 <br />parking stalls. Once completed the affordability period for this property will be at least <br />fifty -five (55) years. <br />• In addition, City staff have continued to respond to inquiries from private and non - profit <br />developers to acquire property and rehabilitate or build affordable rental units. <br />• The City's Housing Rehabilitation Program for minor home repair grants and loans for <br />owner - occupied homes historically preserved and improved the City's existing housing <br />stock and assisted elderly homeowners to age in place. However, the City suspended this <br />program this past fiscal year. <br />• The City's Rent Review Board Program provides a non - binding arbitration board review <br />of eligible rent increase cases in San Leandro. There were no Rent Review Board cases <br />in fiscal year 2011 -2012. This program is funded solely with City General Funds. <br />• The joint consortium of the cities of San Leandro, Berkeley, Fremont, Union City, and <br />Livermore received $2,230,495 in federal Neighborhood Stabilization Program (NSP1) <br />funds authorized under the Housing and Economic Recovery Act (HERA) of 2008. The <br />consortium selected Hello Housing, formally known as Hallmark Community Solutions <br />as the program contractor to use this pool of NSP1 funds to acquire, rehabilitate, and <br />resell foreclosed and abandoned properties as well as process prospective income - eligible <br />homebuyers for the purchased properties. Hello Housing has successfully purchased and <br />sold eight (8) single - family homes to NSP1- qualified families: four (4) homes in the City <br />of Livermore, one (1) home in Union City, one (1) home in the City of Fremont, and two <br />(2) homes in San Leandro. In fiscal year 2011 -2012, Hello Housing was able to purchase <br />and rehabilitate two (2) additional NSP1- eligible properties in the City of Livermore. <br />Both properties are anticipated to be sold to income eligible households in Summer 2012. <br />It is anticipated that the NSP 1 program will have sufficient funds to acquire and rehab <br />one (1) additional property before the program terminates in February 2013. Hello <br />Housing continues to utilize its NSP Regional Marketing Website ( www.homehub.org ) <br />where all NSP homes are listed and information about the NSP program is readily <br />available. This site includes lenders, home buying counseling agencies, and real estate <br />agents who are working with the NSP program. It also shares details about each of the <br />jurisdictions and their developer partners that are working together to implement the NSP <br />program. The goal is to better market the benefits of the NSP program operating across <br />the Bay Area to prospective buyers, mortgage lenders, and real estate agents. <br />• The Alameda County NSP2 Consortium, which has the Alameda County Housing and <br />Community Development Department designated as its lead member and includes the <br />City of San Leandro as well as the cities of Dublin, Emeryville, Fremont, Hayward, <br />Livermore, Newark, Pleasanton, Union City, and the Unincorporated County, was <br />awarded $11,000,000 in federal Neighborhood Stabilization Program 2 (NSP2) funds <br />authorized under the 2009 American Recovery and Reinvestment Act (ARRA) to <br />purchase and rehabilitate foreclosed and vacant homes throughout the county. <br />This past fiscal year 2011 -2012, Hello Housing has sold three (3) NSP2 properties in San <br />Leandro to NSP2- eligible households.
