Transfers and Assicnmer.ts <br /> Obiective: The objective of this order is to establish <br /> departmental policy and delineate the procedures to be <br /> followed when personnel are to be assigned, trans erred, <br /> or placed in accordance with the bid system. <br /> 36.1 Authority: <br /> a. The Fire Chief shall have the authority to cause the <br /> transfer or assignment of any departmental member when,. <br /> using reasonable judgment, it is in the best interest cf <br /> • the department. He shall be the final • authority in <br /> determining any differences_ arising the making of any <br /> transfers as provided herein. <br /> b. All trans initiated by the Fire Chief generally shall <br /> remain in effect for a minimum of six (6) months. <br /> • <br /> Recues=s for mutual agreement transfers generally will not <br /> be allowed during this period. However, bids by seniority <br /> will be allowed during this period for any vacancy that <br /> may occur. <br /> c. Officers may refuse any request for transfer of personnel <br /> within their command if, in their opinion, such transfer <br /> • would reduce the efficiency of the department. Any such <br /> refusal and the reasons therefore shall be set forth in <br /> writing by the supervising officer and sent to the Fire <br /> Chief, with a copy delivered to the member requesting said <br /> transfer. The member requesting transfer which has been <br /> refused shall have ten (10) calendar days from the receipt <br /> of the notice of refusal to file written objections with <br /> the Fire Chief. The Fire Chief shall have final authority <br /> in determining whether such transfer shall be granted or <br /> refused. Member requesting transfer shall be inf ormed, in <br /> • <br /> writing, of the final decision. <br /> • <br /> d. Bid system is for fire suppression or platoon personnel <br /> only. Staff positions are not included-in the bid system. <br /> • <br /> 36.2 Bidding System: <br /> a. Within each platoon, the Battalion Chief will assign the • . <br /> Captains of the Headquarters Station in conformance with <br /> current departmental policy. <br /> • <br /> b. All transfers of the personnel within the San Leandro Fire <br /> Department shall be made on the basis of San,Leandro Fire <br /> Department seniority within rank, except as outlined in <br /> Section 1.a. <br /> • <br /> c.
