and no other public official of the City of San Leandro who exercises any functions or <br /> responsibilities with <br /> respect to the CDBG program during its tenure or for one year thereafter, shall have <br /> any interest, direct or indirect, in any contract or subcontract, or the proceeds <br /> thereof, for work to be performed in connection with this Agreement. <br /> C. Recipient hereby certifies that no one who has any financial interest in <br /> or receives compensation for services by Recipient's corporation or agency is related <br /> by blood or marriage within the third degree to the Mayor or any one or more of the <br /> members of the City Council, City Manager, or the department head to which these <br /> services are to be provided. <br /> D. Recipient shall incorporate, or cause to be incorporated, in all <br /> subcontracts for work to be performed under this Agreement a provision prohibiting <br /> such interest pursuant to the purposes of this section. <br /> 5. POLITICAL ACTIVITY PROHIBITED. None of thg funds, materials, <br /> property or services contributed by the City or Recipient under this Agreement shall <br /> be used for any partisan political activity, or to further the election or defeat of any <br /> candidate for public office. <br /> 6. LOBBYING. To the best of Recipient's knowledge and belief: <br /> A. No Federal appropriated funds have been paid or will be paid, by or on <br /> behalf of it, to any person for influencing or attempting to influence an officer or <br /> employee of any agency, a Member of Congress, an officer or employee of Congress, <br /> or an employee of a Member of Congress in connection with the awarding of any <br /> Federal grant, the making of any Federal loan, the entering into of any cooperative <br /> agreement, and the extension, continuation, renewal, amendment, or modification of <br /> any Federal contract, grant, loan or cooperative agreement; <br /> B. If any funds other than Federal appropriated funds have been paid or <br /> will be paid to any person for influencing or attempting to influence an officer or <br /> employee of any agency, a Member of Congress, an officer or employee of Congress, <br /> or an employee of a Member of Congress in connection with this Federal contract, <br /> grant, loan, or cooperative agreement, Recipient will complete and submit Standard <br /> Form LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions; <br /> and <br /> 2 <br />
