1-- Specific Prohibitions Against Discrimination <br /> A Recipient who receives Federal assistance as part of the CDBG <br /> program, in providing any service, benefit, aid or housing may not, directly or <br /> through contractual, licensing, or other arrangements, solely on the basis of handicap: <br /> (a) deny; (b) afford unequal treatment; (c) provide ineffective service, benefit, aid or <br /> housing; (d) provide different service, benefit, aid or housing; or (e) limit the <br /> enjoyment of any right, privilege, or advantage, to a qualified individual with <br /> handicaps the opportunity to participate in, or benefit from, the service, benefit, aid <br /> or housing. <br /> B. Provisions Regarding Communications With Individuals With <br /> Handicaps <br /> A Recipient who receives Federal assistance as part of the CDBG program shall <br /> take appropriate steps to ensure effective communication with customers, clients, and <br /> other members of the public. Such steps, when appropriate, may include, but are not <br /> limited to: <br /> 1. Furnishing appropriate auxiliary aids where necessary to afford an <br /> individual with handicaps an equal opportunity to participate in, and enjoy the <br /> benefits of, a program or activity receiving Federal financial assistance. A Recipient is <br /> not required to provide individually prescribed devices, readers for personal use or <br /> study, or other devices of a personal nature. <br /> 2. Where a Recipient communicates with customers, clients, and <br /> other members of the publicby telephone, telecommunication devices for deaf <br /> persons (TDD's) or equally effective communication systems shall be used. <br /> 3. A Recipient who receives Federal assistance as part of the CDBG <br /> program shall adopt and implement procedures to ensure that interested persons <br /> (including persons with impaired vision or hearing) can obtain information <br /> concerning the existence and location of accessible services, activities and facilities. <br /> 4.
