C ITY OF S AN L EANDRO <br />S AN L EANDRO S HORELINE D EVELOPMENT P ROJECT EIR <br />EXHIBIT A: WORK SCOPE AND COSTS <br /> <br />THE PLANNING CENTER | DC&E 22 <br />MAY 1, 2013 <br /> <br />and cover all CEQA requirements. As described above, the EIR will focus on CEQA resource <br />categories where substantial evidence of a potentially significant environmental impact exists. <br />The ADEIR will also include a chapter summarizing resource categories scoped out of the EIR <br />and providing justification and citations in support of this determination. Significance criteria <br />will be identified for each impact topic based upon thresholds of significance identified in <br />Appendix G, Environmental Checklist Form, of the State CEQA Guidelines and identified in <br />the scoping process. <br /> <br />Impacts and mitigation measures will be organized and discussed by topic. As <br />recommended by the State CEQA Guidelines, the EIR will analyze potential impacts from <br />construction of the Shoreline Development Project. For each identified environmental <br />impact, a set of feasible mitigation measures will be recommended. <br /> <br />The ADEIR will cover the following topics: <br />♦ Executive Summary. The Planning Center | DC&E will create a summary in a form <br />consistent with CEQA Guidelines, Section 15123. This summary will facilitate a quick <br />understanding of environmental issues and the actions required to mitigate potential <br />impacts. It will include a summary table of impacts, mitigation measures, and levels of <br />significance before and after mitigation. <br />♦ Project Description. The ADEIR will include the project description drafted for the <br />project as part of Task A.4, Project Description. <br />♦ Setting, Impacts, and Mitigation Measures. The existing setting information, impact <br />analyses, and mitigation measures developed in Task C, will be combined to create <br />chapters describing environmental consequences for each CEQA-required topic. <br />♦ Alternatives Evaluation. The alternatives evaluation completed in Task D will be <br />incorporated into the EIR. This chapter will include a tabular comparison of the <br />alternatives impacts. <br />♦ CEQA Required Assessment Conclusions. The Planning Center | DC&E will prepare <br />assessment conclusions to meet CEQA Guidelines for the following mandatory findings: <br /> Cumulative Impacts <br /> Growth Inducement <br /> Unavoidable Significant Effects <br /> Significant Irreversible Changes <br /> Impacts Found Not to be Significant
