C ITY OF S AN L EANDRO <br />S AN L EANDRO S HORELINE D EVELOPMENT P ROJECT EIR <br />EXHIBIT A: WORK SCOPE AND COSTS <br /> <br />THE PLANNING CENTER | DC&E 9 <br />MAY 1, 2013 <br /> <br />staff will request use of the model from the Alameda CTC. CMP and Metropolitan <br />Transportation System (MTS) roadways in the Project vicinity include I-880 and San Leandro <br />Boulevard. The final list of regional roadway and transit corridors will be determined after <br />review of the Alameda County Transportation Commission (ACTC) letter responding to the <br />NOP. The budget for the CMP analysis assumes that the model will be executed for the 2020 <br />and 2035 horizon years to establish a baseline link volume forecast for the analysis roadways <br />to which the Project traffic will be manually added for each alternative. <br /> <br />8. DETAILED SITE P LAN R EVIEW <br />KAI may review the Project site plan to ensure safe and efficient circulation of vehicles, <br />bicycles, and pedestrian through the Project site and on the roadways adjacent to the Project <br />site. KAI may review Project site plan for each phase of development in terms of: <br />♦ Site access and interface with roadway network including adequacy of turn-pocket <br />lengths, driveway throat lengths, and sight distance <br />♦ Emergency vehicle access and circulation <br />♦ Pedestrian access and circulation <br />♦ Bicycle access and circulation <br />♦ Transit vehicle access and circulation within the site and on adjacent roadways <br />♦ Pedestrian access and to and from transit stops <br />♦ Truck circulation and loading dock operations <br />♦ Analyze construction impacts <br /> <br />9. PARKING SUPPLY AND DEMAND A NALYSIS <br />Parking demands for the retail and non-retail components of the project will be estimated <br />using the rates published by ITE in Parking Generation. Minimum amount of parking as <br />required by the City’s Zoning Ordinance will also be calculated. This analysis will assume that <br />there will be shared parking between the retail and non-retail components. Parking <br />mitigation will address potential opportunities for shared parking between various land uses. <br /> <br />10. A LTERNATIVES ANALYSIS <br />KAI will qualitatively evaluate up to six alternatives (by comparing vehicle trip generation) to <br />determine whether they would lessen or eliminate the significant impacts identified for the <br />proposed Project. The evaluation will be based on a comparison of the relative trip <br />generation characteristics of the alternatives. <br />
