C ITY OF S AN L EANDRO <br />S AN L EANDRO S HORELINE D EVELOPMENT P ROJECT EIR <br />EXHIBIT A: WORK SCOPE AND COSTS <br /> <br />THE PLANNING CENTER | DC&E 18 <br />MAY 1, 2013 <br /> <br />7. HYDROLOGY AND W ATER QUALITY <br />Based on existing information including topography, environmental and other <br />documentation provided by the City of San Leandro, Alameda County and other relevant <br />agencies, TranSystems will evaluate potential impacts from project implementation related to <br />hydrology, and water quality, including stormwater runoff. The local National Pollutant <br />Discharge Elimination System Municipal Permit conditions and San Leandro Municipal Code <br />will require a Stormwater Control Plan that meets the criteria in the most recent version of <br />the Alameda County Clean Water Program C.3 Stormwater Technical Guidance Manual. <br />Evaluation of impacts and project requirements will be prepared in accordance with <br />applicable federal, State, regional, and City regulations. <br /> <br />Available topography, bathymetry, dredging history and sedimentation analyses performed <br />by Moffat and Nichol for the City of San Leandro, existing facility plans, regulatory permits, <br />and geotechnical reports from the City’s files will be reviewed in our analysis of the hydrology <br />and water quality aspects of proposed development improvements. <br /> <br />TranSystems will review the proposed development plans and include references and <br />anticipated impacts of the potential sea level rise, and proposed means to mitigate the <br />anticipated impacts on the proposed development elements, as well as the existing <br />infrastructure that is proposed to remain in place. <br /> <br />TranSystems will provide preliminary hydrology and water quality calculations for the site and <br />prepare a summary of existing and proposed conditions as part of the analysis. <br /> <br />8. LAND USE AND PLANNING <br />The Planning Center | DC&E will evaluate the proposed project's relationship to surrounding <br />land uses and its consistency with relevant adopted policy documents, including the General <br />Plan, the Zoning Ordinance, and the Airport Land Use Compatibility Plan for the Oakland <br />International Airport. <br /> <br />9. NOISE <br />The Planning Center | DC&E will prepare a noise and vibration analysis for the San Leandro <br />Shoreline Development Project EIR. This analysis will identify impacts on nearby existing <br />residential land uses east of the project site area from implementation of the project. The <br />noise analysis will discuss relevant standards and criteria for noise exposure, including State <br />of California and City of San Leandro ordinances, policies, and standards.
