line 1 a community benefits program. The hospital’s or clinic’s governing <br /> line 2 board shall document that it has reviewed the clinic’s <br /> line 3 organizational mission statement and considered amendments to <br /> line 4 it that would better align that organizational mission statement <br /> line 5 with the community benefits statement. <br /> line 6 (2) A description of the process for approval of the community <br /> line 7 benefits statement by the hospital’s or clinic’s governing board, <br /> line 8 including a declaration that the board and administrators of the <br /> line 9 hospital or clinic shall be responsible for oversight and <br /> line 10 implementation of the community benefits plan. The board may <br /> line 11 establish a community benefits implementation committee that <br /> line 12 shall include members of the board, senior administrators, and <br /> line 13 community stakeholders. <br /> line 14 (3) A community health needs assessment pursuant to Section <br /> line 15 127476 that evaluates the health needs and resources of the <br /> line 16 community it serves. <br /> line 17 (c) By April 1, 2015, a private nonprofit hospital or nonprofit <br /> line 18 multispecialty clinic shall develop, in collaboration with the <br /> line 19 community, a community benefits plan pursuant to Section 127477 <br /> line 20 designed to achieve all of the following outcomes: <br /> line 21 (1) Access to health care for members of underserved and <br /> line 22 vulnerable populations. <br /> line 23 (2) The addressing of essential health care needs of the <br /> line 24 community, with particular attention to the needs of members of <br /> line 25 underserved and vulnerable populations. <br /> line 26 (3) The creation of measurable improvements in the health of <br /> line 27 the community, with particular attention to the needs of members <br /> line 28 of underserved and vulnerable populations. <br /> line 29 127476. (a) Prior to adopting a community benefits plan, a <br /> line 30 private nonprofit hospital or nonprofit multispecialty clinic shall <br /> line 31 complete a community needs assessment that evaluates the health <br /> line 32 needs and resources of the community served by the hospital or <br /> line 33 clinic that is designed to achieve the outcomes specified in <br /> line 34 subdivision (c) of Section 127475. <br /> line 35 (b) In conducting its community health needs assessment, a <br /> line 36 private nonprofit hospital or nonprofit multispecialty clinic shall <br /> line 37 solicit comments from and meet with local government officials, <br /> line 38 including representatives of local public health departments.
