■ <br /> CITY OF SAN LEANDRO <br /> SAN LEANDRO SHORELINE DEVELOPMENT PROJECT EIR <br /> EXHIBIT A: WORK SCOPE AND COSTS <br /> Mainline freeway and ramp volumes at the I-880/Marina Boulevard interchange will be <br /> obtained from Caltrans. Existing Freeway mainline and ramp junction operations will be <br /> analyzed using the 2000 HCM methods. <br /> 3. EXISTING CONDITIONS <br /> KAI will describe the existing street and highway network and traffic conditions in the vicinity <br /> of the site, using collected data and field visits. KAI will collect weekday AM and PM and <br /> Saturday peak period intersection turning movements counts at the study intersections,and <br /> calculate intersection levels of service using the 2000 Highway Capacity Manual (HCM) <br /> methods and the latest Synchro/SimTraffic Software(Note: Using the 2010 Highway Capacity <br /> Manual (HCM) can be a supplemental option). Existing truck data in the area east of <br /> Doolittle Drive will be collected and considered in the analysis because the area also serves <br /> industrial uses. <br /> KAI will describe and summarize the operations of local and regional transit services <br /> including BART, AC Transit, and local shuttles in the study area. Bicycle and pedestrian <br /> facilities in the study area will also be inventoried and described. <br /> KAI will conduct field visits and qualitatively describe the existing on-street parking supply and <br /> weekday midday parking demand in the vicinity of the Project site. <br /> 4. TRIP GENERATION,DISTRIBUTION,AND ASSIGNMENT <br /> KAI will use published trip generation rates in Institute of Transportation Engineers(ITE)Trip <br /> Generation Version 9 if they are available and reliable. But certain land uses (Marina uses <br /> and Convention Center) may not accurately reflect the trip generation characteristics of the <br /> proposed land uses in the San Leandro Shoreline Development Project. KAI may develop <br /> unique weekday daily, AM, PM, and Saturday peak hour trip generation rates using data <br /> collected at other similar sites as part of the site planning efforts for the proposed project. <br /> Those new rates if any will be applied to the project to estimate the San Leandro Shoreline <br /> Development Project trips. Otherwise,the ITE Trip Generation Rates and methodology will <br /> be applied for the proposed project. <br /> Trip distribution and trip assignment estimates may be developed from the current Alameda <br /> County Travel Demand Model.
