City of San Leandro <br />Meeting Date: July 1, 2013 <br />Staff Report <br />Agenda Section:File Number:13-265 CONSENT CALENDAR <br />Agenda Number:8.B. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Approving Community Development Block Grant (CDBG) <br />Agreements for FY 2013-2014 Between the City of San Leandro and CDBG <br />Subrecipients For Public Services Grants <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution to enter into six (6) public <br />services grant agreements with the following service providers: <br />·Child Abuse Listening , Interviewing, and Coordination Center ($13,000); <br />·Davis Street Family Resource Center ($41,520); <br />·Family Emergency Shelter Coalition ($13,000); <br />·Service Opportunities for Seniors, Inc. ($16,900); <br />·Spectrum Community Services ($13,000); and <br />·Eden Council for Hope and Opportunity Housing for fair housing services ($10,000). <br />These CDBG projects were authorized by the City Council on May 6, 2013 in the FY <br />2013-2014 Consolidated Annual Action Plan . <br />BACKGROUND <br />Six organizations providing the public services programs applied for funds under the City’s FY <br />2013-2015 Community Assistance Grant Program (CAP) in January 2013, and with the <br />Human Services Commission’s (HSC) recommendation, were approved for funding for FY <br />2013-2014 and FY 2014-2015 by the City Council on May 6, 2013. <br />The Council-approved funding recommendations were for projected amounts as the City was <br />still waiting for the U.S. Department of Housing & Urban Development (HUD) to provide the <br />City’s official CDBG allocation for FY 2013-2014. On May 29, 2013, HUD announced that the <br />City received an increase to its CDBG, rather than the anticipated decrease due to the federal <br />sequestration. The City’s $649,471 CDBG allocation for FY 2013-2014 represents a 15.82% <br />increase from last fiscal year’s $560,739 allocation.
