or responsibilities with respect to the CDBG program during its tenure or for one <br /> year thereafter, shall have any interest, direct or indirect, in any contract or <br /> subcontract, or the proceeds thereof, for work to be performed in connection with <br /> this Agreement. <br /> C. Recipient hereby certifies that no one who has any financial interest in or receives <br /> compensation for services by Recipient's corporation or agency is related by blood <br /> or marriage within the third degree to the Mayor or any one or more of the <br /> members of the City Council, City Manager, or the department head to which <br /> these services are to be provided. <br /> D. Recipient shall incorporate, or cause to be incorporated, in all subcontracts for <br /> work to be performed under this Agreement a provision prohibiting such interest <br /> pursuant to the purposes of this section. <br /> 5. POLITICAL ACTIVITY PROHIBITED. None of the funds, materials, property or <br /> services contributed by the City or Recipient under this Agreement shall be used for any <br /> partisan political activity, or to further the election or defeat of any candidate for public <br /> office. <br /> 6. LOBBYING. To the best of Recipient's knowledge and belief: <br /> A. No Federal appropriated funds have been paid or will be paid, by or on behalf of it, <br /> to any person for influencing or attempting to influence an officer or employee of <br /> any agency, a Member of Congress, an officer or employee of Congress, or an <br /> employee of a Member of Congress in connection with the awarding of any <br /> Federal grant, the making of any Federal loan, the entering into of any cooperative <br /> agreement, and the extension, continuation, renewal, amendment, or modification <br /> of any Federal contract, grant, loan or cooperative agreement; <br /> B. If any funds other than Federal appropriated funds have been paid or will be paid to <br /> any person for influencing or attempting to influence an officer or employee of any <br /> agency, a Member of Congress, an officer or employee of Congress, or an <br /> employee of a Member of Congress in connection with this Federal contract, grant, <br /> loan, or cooperative agreement, Recipient will complete and submit Standard Form <br /> -LLL, "Disclosure Form to Report Lobbying", in accordance with its instructions; <br /> and <br /> C. Recipient will require that the language of paragraph (b) of this certification be <br /> included in the award documents for all subawards at all tiers (including <br /> subcontracts, subgrants, and contracts under grants, loans, and cooperative <br /> agreements) and that all recipients shall certify and disclose accordingly; <br /> Exhibit E—DCARA page 2 of 10 <br /> July 15,2002 <br /> G:\Community Development\CDBG\DCARA\2002-03 <br />
