24. Convert all pertinent existing business license data so that history current information is
preserved.
Winresources can deliver a solution that meets these goals, and others that are identified during
the planning process, on time and within budget.
Scope of Work
Winresources will implement and assist with setup of a WinResponse-based BL tracking
module and an online business license application form, based on the City's needs. Additional
features and functions may be added if they will be useful to other WinResponse customers.
We will modify WinResponse to support some of the specific needs of the BL module (data
elements and reports), and much else will be handled by WinResponse out-of-the-box, like e-
mail acknowledgement of the request, request assignment and tracking, and reports.
Winresources proposes a staged approach to the BL project in which high-priority, must-have
functionality is delivered to production first, followed by needed-but-can wait functionality, and
finally, optionally, the nice-to-have functions. The following table describes the high-level
functionality we propose to deliver in each stage. Each stage is independent and may be
contracted for separately, so that the City may make a go/no-go decision prior to any stage.
Stage Description Functionality Design Goals Delivery
Met Date
(est.)
One: Basic data, > Internal add, edit, delete of business 1a, 1c, 2, 3, 4, 12/1/02
workflow, and licenses 5, 6, 7, 8, 10,
approval 11, 13, 14, 15,
> External (Internet)application for 16, 17, 18, 21
new license and renewal (partial), 22, 23,
> Workflow and routing for approval 24
(already provided by WinResponse)
➢ Integration with GIS
> Payment posting
> Integration with BofA lockbox
receipts
> Reminder letter generation
> Simple search
Two: Integration > TideMark integration 1 b, 1 d, 9, 19, 2/1/2003
and Reporting 21 (remain.)
➢ GL Integration
> Online payment
• "DUNN" letter generation
➢ "Canned" reports
➢ Reconciliation function
EXHIBIT A-1
;LC/1
