This section contains special processes and appeal procedures to be followed for <br />buildings, structures, equipment and unoccupied buildings that are considered to be <br />unsafe. All unsafe conditions constitute a hazard to the health, safety and public welfare <br />of the community. <br /> <br />116.2 Definitions. <br /> <br />116.3 Unsafe Building and Structures. <br /> <br />All buildings or structures which are structurally unsound or not provided with adequate <br />egress, or which constitute a fire hazard, or are otherwise dangerous to human life, or <br />which in relation to existing use constitute a hazard to safety or health, or public welfare, <br />by reason of inadequate maintenance, dilapidation, obsolescence, fire hazard, disaster <br />damage, or abandonment as specified in this Code or any other effective ordinance, are, <br />for the purposes of this chapter, unsafe buildings. <br /> <br />116.3.1 Unoccupied Building. <br /> <br />Unoccupied Building as used in this chapter shall be a building or structure that is not <br />properly secured, locked or closed and is accessible to juveniles and transients and is a <br />health, fire or safety hazard to the adjacent community. <br /> <br />116.3.2 Structures and Equipment. <br /> <br />Structures or existing equipment that are or hereafter become unsafe, insanitary or <br />deficient because of inadequate means of egress facilities, inadequate light and <br />ventilation, or which constitute a fire hazard, or are otherwise dangerous to human life or <br />the public welfare, or that involve illegal or improper occupancy or inadequate <br />maintenance, shall be deemed an unsafe condition. Unsafe structures shall be taken <br />down and removed or made safe, as the Building Official deems necessary and as <br />provided for in this section. A vacant structure that is not secured against entry shall be <br />deemed unsafe. <br /> <br />116.3.3 Property owner. <br /> <br />Property owner as used in this Chapter shall be the last person shown on the most <br />current County assessment roll. <br /> <br />116.3.3.1 Person in Charge <br /> <br />Person in charge as used in this Chapter shall be the person, if any, in real or apparent <br />charge and control of the premises involved. <br /> <br />116.3.4 Abandonment. <br /> <br />Abandonment as used in this chapter shall be the cessation of use or maintenance.
