Minutes - San Leandro City Council Meeting - February 21, 1995 Page - 10 -
PUBLIC HEARINGS (continued)
C. Matter of Establishing an Underground Utility District, Davis Street,
for Costco.
This being the time and place for the Public Hearing on the above
matter, Bill Algire presented the staff report and said this
Underground District is necessary for the relocation of the Costco
store. He said Davis Street has been on the Master Plan for a number
of years. He said the purpose of the hearing is to notify property
owners that undergrounding of utilities is proposed and that they may
be subject to certain costs. He said in this case the only properties
subject to the tie-in of utilities are those related to the Costco
project. Notice was provided and no comments were received.
Council Member Myers asked what the typical property-owner cost would
be. Mr. Algire said it ranges from $500 to $1 , 100 for residential
properties. In commercial projects with high capacity, high voltage,
it could be tens of thousands of dollars. He noted no City funds will
be utilized; the funding comes from the PUC.
The Hearing was then opened to the public.
Benjamin Rodrigues, 14360 Maracaibo, asked if this will affect the
City's acquisition of street lights; staff said it will not.
Lou Filipovich, 15376 Laverne Drive, asked who owns the utility
district, if the City pays the PG&E costs and then bills residential
customers. He said the PUC is going to get out of the regulatory
business. He said the homeowner is going to pay directly or
indirectly, and this project will have to be picked up by the
ratepayer.
There being no further comments from the public, on motion of Council
Member Myers, seconded by Council Member Loeffler, and carried by a
majority vote (7) , the Public Hearing was closed.
The following Resolution was then introduced:
Resolution No. 95-29, Resolution Requiring the Removal of Poles,
Overhead Wires and Associated Overhead Structures from Portions of
Davis Street and Abutting Properties, Including Intersecting Streets
(provides for the establishment of an underground utility district on
Davis Street) . (1207)
Introduced by Council Member Myers, who moved its adoption, seconded by
Council Member Loeffler, and carried by a majority vote (7) .
