Minutes Page - 4 - <br /> Joint San Leandro City Council/ <br /> San Leandro Redevelopment Agency <br /> Special Meeting - February 27, 1995 <br /> Joint City Council/Redevelopment Agency Public Hearing (continued) <br /> Debbie Potter, Redevelopment Administrator, said Area 5, Expansion Area D <br /> of the Plaza 2 Redevelopment Plan was added in 1988 because the area was <br /> full of blight. She described the blighting conditions and said the area <br /> was originally conceived for light industrial use. When Westgate was built <br /> across the street, it made sense to look at the Philipps Lane area as <br /> potential retail . On November 30, 1994, Costco entered into an Exclusive <br /> Right to Negotiate for the site with the Redevelopment Agency. <br /> She described each of the action items listed on the Agenda and said the <br /> Planning Commission reviewed the proposed Plan Amendments and found them <br /> consistent with the General Plan. <br /> She described the four proposed changes in Amendment No. 9, including <br /> amending land-use maps to designate Beecher Street as Industrial , <br /> clarifying Retail and Wholesale as permitted uses in the Business Park <br /> designation, providing a mechanism to upgrade adjacent property, and <br /> allowing the Agency to acquire property adjacent to Agency-owned property. <br /> She said Amendment No. 10, prohibiting trucking uses in Expansion Area D, <br /> replaces an existing Interim Ordinance. <br /> Ms. Potter described the Reuse Report and Appraisal and described Costco' s <br /> and the Redevelopment Agency's obligations. She discussed designation of <br /> Costco as Master Developer and explained the Resolution of Necessity. She <br /> said the Agency must conduct appraisals of the properties, determine fair <br /> market values, and negotiate in good faith with the property owners. If <br /> agreement cannot be reached, Eminent Domain proceedings are initiated. <br /> She discussed the Resolution authorizing the Executive Director to approve <br /> purchase agreements and the contract with Pacific Relocation. She <br /> introduced into the record the Certification of Official Activities Taken, <br /> including the Affidavit of Mailing and Proof of Publication of the Public <br /> Hearing, and the Notice of 33433 Reuse Report. <br /> Steve Meyers, City Attorney, requested that the City Council take official <br /> notice of the Plaza 2 Redevelopment Plan, Amendments to the Plan, and the <br /> Determination of Conformity with the City of San Leandro General Plan made <br /> by the Planning Commission. <br /> Mr. Meyers further described the contents of the Plan, including the Staff <br /> Report; the text of the Mitigated Negative Declaration, including the <br /> comment letter and response; the Agency Report on Plan Amendments 9 and 10 <br /> and the actual language of the Amendments; the Reuse Appraisal ; and the <br /> form of the Disposition and Development Agreement. <br /> Mr. Meyers read the titles of the action items listed in Tabs 6 through 13 <br /> and requested that action be taken on Tab Item 10 following action on Tab <br /> Item 11 . <br />
