Matter of Amendment to Master Plan of City Streets to Include Signal <br /> and Street Improvements to Davis Street Between I-880 and Doolittle <br /> Drive, Including Intersecting Streets. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Steve Emslie, Planning Manager, said the Planning Commission <br /> unanimously found the Amendment necessary to implement the Master Plan <br /> of City Streets. The Amendment adds the westerly portion of Davis <br /> Street into the Master Plan to allow revitalization of Westgate and the <br /> surrounding area. <br /> Gary Kruger, Transportation Administrator, said staff has been doing a <br /> comprehensive update of the Master Plan. Davis Street was named in the <br /> Plan as needing substantial improvements due to current and future <br /> delays. The consultant who worked up the Costco traffic impacts also <br /> prepared a comprehensive analysis of Davis Street, with and without <br /> Costco, and determined that improvements are needed, even without <br /> Costco. He said these Master Plan improvements do not include the <br /> right turn or driveway into Costco but will allow better bids by <br /> advertising this project now. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, asked how the work is funded and <br /> whether the money comes from the General Fund. Mr. Kruger explained <br /> Development Fees for Street Improvement funding and said those funds <br /> are completely independent from the General Fund and are collected from <br /> developers. Mr. Filipovich said the developers pass their costs on to <br /> property owners so the taxpayers eventually pay. He said this <br /> information should be clearly spelled out. <br /> Mayor Corbett pointed out that the staff report contains information <br /> regarding DFSI funding and is available for public review. <br /> There being no further comments from the public, on motion of Council <br /> Member Loeffler, seconded by Council Member Myers, and carried by a <br /> majority vote (7) , the Public Hearing was closed. <br /> The following Resolution was than introduced: <br /> - Resolution No. 95-34, Resolution Amending the Master Plan of City <br /> Streets to Include Signal and Street Improvements to Davis Street <br /> Between 1-880 and Doolittle Drive, Including Intersecting Streets <br /> (provides for signal and street improvements on Davis Street) . <br /> (1428/1176) <br /> Introduced by Council Member Myers, who moved its adoption, seconded <br /> by Council Member Galvan, and carried by a majority vote (7) . <br />
