Minutes - San Leandro City Council Meeting - April 3, 1995 Page - 15 -
CITY COUNCIL COMMENTS (continued)
C. Council Member Polvorosa said a constituent whose fence backs up to the
Alameda County Flood Control channel on Wiley asked Flood Control what
maintenance work would be done in the channel and was told Flood
Control does not have any funds and has no intention of cleaning its
channels . He said there is a considerable amount of standing water
going into mosquito season. He said the response this individual got
was very curt, and he was told him in no uncertain terms he would get
no relief. Council Member Polvorosa said he does not like that type of
response. The City Manager said staff would look into this matter.
D. Council Member Kerr said the Washington Manor Junior League Parade will
be Saturday at 10 a.m. , and he hoped the Council Members and Mayor
would attend.
Council Member Kerr discussed the Stenzel Park issue and said it has
gotten blown out of proportion. He said the gate solution means
children would have to walk down Wicks. He said a public meeting with
everyone involved is needed. He said, in meetings last July and
August, the Washington Manor Junior League was going to try to control
the situation. There is a parking problem, but there is any place
where people congregate. He said the Junior League has agreed to many
things, and the City is going to provide 70 additional parking spaces.
He said the City needs to start working on things for our young people
to do. The Junior League has grown to over. 800 kids. He hopes staff
would have better communication with the Council and the community.
Council Member Kerr requested a current copy of the Zoning Code.
Council Member Kerr congratulated the City Council on its decision on
the Variance. He said he has worked with Zoning Codes for many years,
and they are always soft codes, and that is why we have variances and
exceptions. He said it was unfortunate this building was built without
a permit, but he felt we should do everything we could. He said he
feels the property owner will do everything that needs to be done.
E. Council Member Loeffler said he and the Fire Chief met with
representatives from homeowners' associations regarding fire
consolidation. One of the major concerns was that the contract would
be received in the Thursday packet to vote upon on Monday. He hoped
this will not be the process and that any agreement will be looked at
openly.
Council Member Loeffler said he was amazed with the baseball teams
around town. He tried to cover as many openings as possible. He
commended the Floresta League for their smooth opening and said the
Bobby Sox had a very good beginning. He said the needs of our youth in
terms of recreational facilities must be addressed in a long-range
plan. Skateboards are part of the picture.
Council Member Loeffler said Teagarden may become the next West Juana;
there are a lot of potholes which may be related to the opening of the
Fairway Overpass and increased truck traffic.
