Proclamation Declaring April Fair Housing Month. <br /> Mayor Corbett read the Proclamation. Jacqui Diaz, Community <br /> Development Block Grant Coordinator, accepted the Proclamation and said <br /> the City Council should be commended for its continuing efforts to <br /> provide fair housing for all . She said the 21-year-old program now <br /> includes Economic Development activities as well as Housing <br /> Rehabilitation. She presented the 1995 CDBG poster. <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Audrey Albers, 2037 Marina Court, said residents of the "0" Zone were <br /> under the impression there was no change in the 0 Zoning District, and <br /> most people think it has not been changed. She said the residents want <br /> the 0 Zoning District requirements changed back to what they were in <br /> the old Zoning Code. <br /> The City Council asked Mrs. Albers if she had looked at all the changes <br /> that were made and said some changes may benefit the area. Mrs. Albers <br /> said she does not know if all the changes have been brought to <br /> residents' attention, but they want the zoning to remain as it was. <br /> She said, when the area was brought into the City, they deliberately <br /> kept zoning that enabled them to maintain their country atmosphere and <br /> uses. <br /> B. Lavern Anderson, 1495 159th Avenue, thanked the City for replacing the <br /> street name signs on Cypress Street. He said he would like to talk to <br /> Mayor Corbett regarding a Loyalty Day proclamation. <br /> C. Rick Richards, 335 Peralta Avenue, recognized Bea and Glenn Hilton for <br /> their active support of Friends of the Creek. <br /> D. Billie Stephens, 1880 Kappa Avenue, said she has lived in her home for <br /> 37 years and watched the Elvina neighborhood go through many changes, <br /> including Wicks Boulevard going through, opening and closing of Marina <br /> High School , Little League activities, etc. She referred to a March <br /> 27th letter she received from Dennis Smith and said she was unaware <br /> that meetings had taken place. She said she signed a petition <br /> regarding parking problems at the end of Elvina because people were <br /> having problems parking in front of their homes. She said only five <br />
