Minutes - San Leandro City Council Meeting - April 3, 1995 Page - 4 - <br /> PUBLIC COMMENTS (continued) <br /> neighbors attended the City's meeting, and now $60,000 is going to be <br /> spent on the word of five people. She opposes installation of a gate <br /> and does not want to see children or senior citizens who walk up Elvina <br /> to Stenzel forced to walk on Wicks Boulevard. She said the City needs <br /> to work with the Junior League and referred to petitions and a letter <br /> from the former president of the Washington Manor Junior League, which <br /> she submitted to the City Council , opposing installation of a gate on <br /> Elvina. Mayor Corbett said this matter will come to the City Council <br /> at a Work Session. <br /> E. Les Morgan, 15221 Elvina, said people in the neighborhood have an <br /> unlivable situation. He lives in the last house on Elvina at Stenzel , <br /> and the problems with the Little League are uncontrollable and will <br /> become worse with the opening of the community center. Seventy-one <br /> parking spaces will be added at the community center, but they will be <br /> inadequate because it will be rented out for a variety of uses. He <br /> thinks the fence is a good idea. He would like a meeting with everyone <br /> concerned. He agreed children should not need to walk on Wicks <br /> Boulevard. <br /> Council Member Kerr agreed a meeting should be held with everyone <br /> involved to develop solutions to these problems. <br /> Mr. Morgan said permit parking was suggested, but City staff said it is <br /> not enforceable. <br /> Mike Oliver, City Manager, said there were two elements to the proposal <br /> - additional parking on Wicks and adding a control gate and attendant <br /> time to the Elvina access. He said the parking will be installed, but <br /> the gate is not being installed at this time. A Work Session to inform <br /> Council about the situation is scheduled for April 10, 1995, at 7:00 <br /> p.m. , at the Public Works Service Center, 14200 Chapman Road. <br /> Subsequently, a public meeting will be held to involve all interested <br /> parties. <br /> The City Council said permit parking has been used successfully at <br /> Chabot College and in Davis, California. The Council also said parking <br /> problems occur wherever there are activities such as churches, schools, <br /> parks, or other locations where people congregate. <br /> F. Jean Homer, 1091 Fargo Avenue, Member of the Board of Directors of <br /> Washington Manor Junior League, said they have been doing everything <br /> they can to work with the neighbors to make this a livable situation. <br /> She acknowledged the tournament this summer caused a lot of problems <br /> and said they don't want to see the neighbors unhappy. Walking on <br /> Wicks is dangerous because of traffic and also for kids walking alone <br /> at night. She said the Board has volunteered to work with the City and <br /> suggested signs indicating parking is for residents only and violators' <br /> vehicles will be towed away. She said they intend to work with parents <br /> and ask them not to park there. <br />
