Matter of Federal and State Telecommunications Bills Update. <br /> Council Member Perry discussed SB 652, Pressler, which was introduced <br /> in the Commerce Committee and out in one day with a 14-2 vote. She <br /> said there is a clause recognizing local government authority to manage <br /> the public right of way and require fair and reasonable compensation <br /> from telecommunication providers. She said the Teleco Entry Bill is a <br /> priority item for Congress. She requested the City Council approve a <br /> motion supporting the League of California Cities' position and four <br /> principals. She said the House Commerce Committee is looking at its <br /> own bill , which is not friendly to cities. She said Pete Stark's <br /> Office has written a letter on behalf of cities. <br /> She also discussed telecommunications activities at the State level , <br /> including SB 621, which deals with rights of way and rights of <br /> compensation to local authorities, and said she would like the City <br /> Council to go on record in support. <br /> Mayor Corbett said she supports these issues and said the Council has <br /> discussed these items with Senator Feinstein and is supportive of <br /> Council Member Perry's efforts. She discussed a luncheon she attended <br /> with Senator Boxer at which she was able to present a variety of <br /> issues, including telecommunications. <br /> Minute Order No. 95-25, Matter of Federal and State Telecommunications <br /> Bills Update. <br /> On motion by Council Member Polvorosa, who moved its approval , seconded <br /> by Council Member Loeffler, and carried by a majority vote (7) , the <br /> City Council supported the League of California Cities' position <br /> related to local authority and telecommunications legislation, <br /> including local government's ability to manage the public ways, receive <br /> compensation, recoup costs, and welcome and support competition in the <br /> telecommunications area and authority to write letters. <br /> Y. City Council Reports on Outside Agencies. <br /> Council Member Perry reported on the ABAG Spring Assembly, which she <br /> will be attending, and said there are no major policy issues at this <br /> time. <br /> Council Member Loeffler reported on the East Bay Conversion and <br /> Reinvestment Commission. He said the Commission approved the election <br /> of Mayor Corbett to the Executive Committee, along with the Executive <br /> Director of ABAG, so all of the key cities are now represented. They <br /> heard a report on the status of the pilot project; a presentation on <br /> the reuse of Alameda Naval Air Station, which he would like to see <br /> presented to the City Council ; and a report on the new missions being <br /> developed for national laboratories. <br />
