Minutes - San Leandro City Council Meeting - May 1, 1995 Page - 3 - <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Martin Francis invited everyone to the Flag Day Program on May 10, at <br /> 1 :00 p.m. , which will include the City of San Leandro, the San Leandro <br /> and San Lorenzo Unified School Districts, and the Freedom Foundation of <br /> Valley Forge. <br /> B. Lavern Anderson, 1495 - 159th Avenue, thanked the Mayor for the Loyalty <br /> Day Proclamation. He also said his dealings with staff, including <br /> Police Chief Maginnis, Fire Chief Johnston, and other staff are always <br /> excellent. <br /> C. Dennis Lamberti , 325 Arroyo, asked questions regarding the proposed <br /> improvements to Root Park. Mike Oliver, City Manager, described the <br /> work of the community, Friends of the Creek, and the Recreation and <br /> Parks Commission to develop this project, which will provide public <br /> access to the creek. He said San Leandro Creek is unique because it is <br /> the only creek in Alameda County which has not been channelized. <br /> D. John Rucker, 232 Lexington Avenue, spoke regarding the April 24th City <br /> Council meeting. He spoke in favor of the proposed Chamber of Commerce <br /> Leadership Program, the City's Diversity Program, and the City Hall in <br /> the Mall Program. He said he does not see the merit in the proposed <br /> MI6 project and said it should not be approved. <br /> E. Dick Marshall , 15014 Wengate Avenue, said the City seems to be reactive <br /> rather than proactive. He said the City should investigate <br /> alternatives to purchasing the house next to the Manor Branch Library <br /> and said the current site seems to meet the needs of the area. If it <br /> is too small , the City should look at other options, such as working <br /> with the schools or at Washington Manor Park. He praised the luncheon <br /> held on Saturday in the Karp Room but questioned whether the Bookmark <br /> Cafe competes with restaurant facilities. He also questioned whether <br /> the cafe at the City Hall in the Mall would compete with restaurants in <br /> the mall . The City Manger said this matter has been discussed with the <br /> mall management, who feel this is a compatible use that will not <br /> displace any mall tenants. <br /> F. Mimi Wilson, 561 Warwick Avenue, said she has seen many Mayors and City <br /> Councils and has not seen any as fractured as this one. She said <br /> previous Councils did not argue in public or in the newspaper. She <br /> said the Mayor received 36% of the votes in a field of seven. People <br /> see the Mayor as the representative of the City, and the Mayor should <br /> have the ability to carry out programs. She hoped the City Council <br /> would allow the Mayor the power she should have. <br />
