Minutes - San Leandro City Council Meeting - May 15, 1995 Page - 13 - 9. CITY COUNCIL COMMENTS A. Council Member Galvan asked staff to look at short-term solutions to the skateboarding problem, such as use of the Wells Fargo parking lot, while long-term solutions are being explored. B. Council Member Perry complimented staff on their efforts on the shoreline project. She said it was a wonderful event, and she particularly thanked the Bancroft Orchestra. Council Member Perry said she attended the basketball game to benefit the Evelyna LeBlanc Fund between Lincoln High School students and the San Leandro Police Officers Association and San Leandro Firefighters Association at San Leandro High School and said it was successful and exciting. Council Member Perry said she, Council Member Loeffler, and Vice Mayor Kerr loaded cans for the Post Office food drive at the Davis Community Center. Council Member Perry expressed concern about communication among the members of the City Council , particularly as it relates to the presentation of the Mayor's 10-Point Plan for Community Involvement. She said the Plan has been presented by the Mayor to the Planning Commission and will be presented to other Boards and Commissions, but it has not yet been discussed with the City Council . Mayor Corbett explained the steps she has taken, including sending a memo and copy of the Plan to the City Council and requesting comments. She said she had indicated she would be obtaining community feedback and then would come back to the City Council . She expressed concern about people trying to stop her from making statements. Council Member Perry said she hoped the Mayor would bring this matter to a Work Session so the Council could share their vision for the community. She expressed concern about the Brown Act in relation to giving comments to the Mayor. In response to Council questions, the City Attorney said the issue before the Council was a matter of procedure. He discussed the requirements of the Brown Act and said it is not uncommon for Council Members to submit comments on City issues to the City Manager or Mayor. He said it was up to the Council to develop procedure. In response to City Council comments, Mayor Corbett said she is discussing the Plan with members of the community and did not intend to exclude the City Council from the process. She said she wants the Council 's input. She said she was concerned by the implication that she doesn't have the right to discuss this with the public. The City Council continued discussion on this matter and determined they would like a Work Session to be held to discuss the 10-Point Plan and the community involvement process. Council Member Myers said the Council needs to be involved with the Plan so that they can assist the Mayor in moving it forward.
