Minutes - San Leandro City Council Meeting - May 15, 1995 Page - 13 - <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Galvan asked staff to look at short-term solutions to <br /> the skateboarding problem, such as use of the Wells Fargo parking lot, <br /> while long-term solutions are being explored. <br /> B. Council Member Perry complimented staff on their efforts on the <br /> shoreline project. She said it was a wonderful event, and she <br /> particularly thanked the Bancroft Orchestra. <br /> Council Member Perry said she attended the basketball game to benefit <br /> the Evelyna LeBlanc Fund between Lincoln High School students and the <br /> San Leandro Police Officers Association and San Leandro Firefighters <br /> Association at San Leandro High School and said it was successful and <br /> exciting. <br /> Council Member Perry said she, Council Member Loeffler, and Vice Mayor <br /> Kerr loaded cans for the Post Office food drive at the Davis Community <br /> Center. <br /> Council Member Perry expressed concern about communication among the <br /> members of the City Council , particularly as it relates to the <br /> presentation of the Mayor's 10-Point Plan for Community Involvement. <br /> She said the Plan has been presented by the Mayor to the Planning <br /> Commission and will be presented to other Boards and Commissions, but <br /> it has not yet been discussed with the City Council . <br /> Mayor Corbett explained the steps she has taken, including sending a <br /> memo and copy of the Plan to the City Council and requesting comments. <br /> She said she had indicated she would be obtaining community feedback <br /> and then would come back to the City Council . She expressed concern <br /> about people trying to stop her from making statements. <br /> Council Member Perry said she hoped the Mayor would bring this matter <br /> to a Work Session so the Council could share their vision for the <br /> community. She expressed concern about the Brown Act in relation to <br /> giving comments to the Mayor. <br /> In response to Council questions, the City Attorney said the issue <br /> before the Council was a matter of procedure. He discussed the <br /> requirements of the Brown Act and said it is not uncommon for Council <br /> Members to submit comments on City issues to the City Manager or Mayor. <br /> He said it was up to the Council to develop procedure. <br /> In response to City Council comments, Mayor Corbett said she is <br /> discussing the Plan with members of the community and did not intend to <br /> exclude the City Council from the process. She said she wants the <br /> Council 's input. She said she was concerned by the implication that <br /> she doesn't have the right to discuss this with the public. <br /> The City Council continued discussion on this matter and determined <br /> they would like a Work Session to be held to discuss the 10-Point Plan <br /> and the community involvement process. Council Member Myers said the <br /> Council needs to be involved with the Plan so that they can assist the <br /> Mayor in moving it forward. <br />
