Minutes - San Leandro City Council Meeting - May 15, 1995 Page - 9 - <br /> NEW BUSINESS (continued) <br /> Council Member Galvan said he supports the project; it is the type of <br /> project being constructed by progressive communities that are investing <br /> in recreational facilities and facilities for youth. He said the City <br /> Council should take a long-term perspective. <br /> It was moved by Council Member Galvan and seconded by Council Member <br /> Perry to approve the Award of Contract. <br /> Council Member Myers said the City wants to •do things for the <br /> environment while taking care of our citizens. He requested that staff <br /> look into additional modifications, such as a fence or additional <br /> security. <br /> Vice Mayor Kerr said he was concerned about the homes next to the park <br /> and understands the concerns of the residents. He said the City needs <br /> more parks and recreational facilities, and the park will be an <br /> enhancement for the community. He hoped the residents in the area can <br /> come to terms with it and that staff and the contractor will work <br /> closely with the residents adjacent to the park. <br /> Council Member Perry said the project came from the community and was <br /> their vision as to what the area should be. She discussed the use of <br /> grant funds and the Capital Improvement process. She said it is <br /> important to effectively utilize the City's open space and provide <br /> places where people can go to enjoy nature. She said the issues around <br /> the park involve crime and safety, and the Police Department has been <br /> involved in the design of the project, including lighting, no access to <br /> private property, etc. She said the project will encourage business <br /> revitalization through increased pedestrian traffic and is part of the <br /> overall plan for downtown and the Davis Street corridor. She said UPEC <br /> has approved and supports the plan, and the statue will remain in the <br /> park. She said this is an opportunity to use the natural resources of <br /> the creek while cleaning it up and planting native vegetation. She <br /> said a lot of potential problems are perceived and, if they arise, the <br /> City will address them immediately. <br /> Council Member Loeffler said he appreciated the Council 's perspective <br /> but felt the park plan should have input and ownership from all the <br /> people. He expressed concern with a process that might build a thing <br /> of beauty but leave a sour taste. He said more input is needed, and <br /> the project is premature. <br />
