He said it <br /> is not easy' to take"a subject as—di'ffi'cult—as this and deal with it. <br /> He thanked those who worked on the contract, including Mike Davis, <br /> Steve Harman, Jim Johnston, Wandzia Grycz-Hernandez, and Bill McCammon, <br /> and thanked Brian McKenna for his leadership. <br /> 5. NEW BUSINESS (continued) <br /> A. Matter of Designation- of City Representative to Alameda County Waste <br /> Management Authority Subcommittees. <br /> On motion by Vice Mayor Kerr, seconded by Council Member Loeffler, and <br /> carried unanimously, the Matter of Designation of City Representative <br /> to Alameda County Waste Management Authority Subcommittees was removed <br /> from the table. <br /> Vice Mayor Kerr said the Member normally serves on the committees, and <br /> this works out better because the Member is kept fully informed when he <br /> or she attends the general meetings. <br /> Mayor Corbett said for many years the rule has been to allow Alternates <br /> to serve on committees. She said she served on committees as an <br /> Alternate; and when she was required to fill in for the Member at <br /> general meetings, she was aware of what was taking place. This is <br /> beneficial to the City. She said she served for four years as an <br /> Alternate and five years on committees. It is helpful for the <br /> Alternate to be involved in the process for those times when the Member <br /> is not available and the Alternate has to fill in. She said she was <br /> not at the Council meeting when this item arose and was not aware it <br /> was coming up. The incoming Authority President said he would be <br /> making choices for appointments based on the form sent to the <br /> Alternates; but she did not have the ability to put one in because the <br /> memo went to the Member, Council Member Perry. She said the memo <br /> stated Alternates and Members could serve on committees, but her name <br /> was not listed for consideration. She said she has served on the <br /> Authority for many years and feels she has the interest, background, <br /> and history and would like to serve on a committee. <br /> Council Member Polvorosa said the process has not changed. He said the <br /> Alternate makes the meetings when the designated Council Member cannot <br /> attend, including committee meetings. Mayor Corbett said the process <br /> is that the Alternate does not fill in on committees in the absence of <br /> the member. Council Member Polvorosa said, for the sake of continuity, <br /> the Member should be designated to serve on the committees. <br /> It was moved by Council Member Polvorosa, seconded by Council Member <br /> Myers, to appoint Council Member Perry, the designated representative, <br /> to serve on the committees. <br />
