Minutes - San Leandro City Council Meeting - July 17, 1995 Page - 21 - NEW BUSINESS (continued) Mayor Corbett said it is important to explore the issue related to the money source. She said a comment was made that without Dublin-San Ramon's participation there is not enough money to make the deal work. She has not seen that as an absolute and would like to see it explored. She said Council Member Myers had said that the proposal now does not allow any promise or guarantee to sell capacity in the future, but the agreement itself -did not.,have'.any• 'statement that San Leandro cannot sell in the future. Council Member Myers said his proposal is as stated in the motion. Mayor Corbett said she was referring to the LAVWMA proposal and said it does not speak to San Leandro's ability to sell capacity in the future. Mayor Corbett said periodic reports on the EBDA activities were made over the last year. She said she is still concerned about letting go of the possibility of seeing the current proposal accepted because she is concerned it will take a long time to get all the parties back together. The City Council voted on the motion as follows: Minute Order 95-64, Matter of Proposal from Livermore-Amador Valley Water Management Agency (LAVWMA) for Expanded Use of East Bay Dischargers Wastewater Outfall . (1221) On motion by Council Member Myers, who moved its approval , seconded by Council Member Kerr, and carried by a majority vote (6) , with Mayor Corbett abstaining (1) , the City Council directed the City's Representative and Alternate to the East Bay Discharger's Authority (EBDA) to vote "NO". on_ the current Livermore-Amador Valley Water Management Agency (LAVWMA) proposal and instructed the San Leandro Representative and Alternate to urge EBDA to continue negotiations and work toward resolution of outstanding issues, such as active participation of Dublin-San Ramon Services District in the LAVWMA proposal and resolution regarding EBDA's member agencies' ability to sell excess capacity to LAVWMA.
