Matter of Proposal from Livermore-Amador Valley Water Management <br /> Agency (LAVWMA) for Expanded Use of East Bay Dischargers Authority <br /> (EBDA) Wastewater Outfall . <br /> Council Member Galvan said LAVWMA has terminated negotiations, so <br /> things are in a state of limbo 'until a new proposal emerges. <br /> C. City Council Reports on Intergovernmental Agencies. <br /> Council Member Perry said the Alameda County Waste Management <br /> Authority voted to let a contract for a possible new composting <br /> facility in Livermore. Waste Management will investigate whether <br /> there is a market, and individual cities will be contacted. <br /> Council Member Perry said the East Bay Division of the League of <br /> California Cities discussed AB 11 and AB 110, related to card <br /> rooms. The Division also took action to support Sunnyvale in <br /> trying to keep NASA projects and discussed AB 1929, related to <br /> ridgelands. <br /> Vice Mayor Kerr requested that a report on the Economic Development <br /> Conference be agendized for the next meeting. <br /> Council Member Loeffler spoke regarding an August 16th Alameda Base <br /> Closure Workshop at which a draft of five proposed directions to <br /> take on base closure was presented. He said a presentation will be <br /> made in San Leandro on September 12th. <br /> D. Approval of Work Session Items Requiring Action. <br /> - Minute Order No. 95-67, Motion Regarding Formation of San <br /> Leandro Arts Council . (1371) <br /> On motion by Council Member Loeffler, who moved its approval , <br /> seconded by Council Member Perry, and carried by a majority vote <br /> (7) , the City Council directed staff to proceed as recommended <br /> in the staff report. <br /> - Minute Order No. 95-68, Motion Regarding Merced Street Extension <br /> Between Davis Street and Williams Street. <br /> On motion by Council Member Myers, who moved its approval , <br /> seconded by Council Member Polvorosa, and carried by a majority <br /> vote (7) , the City Council directed staff to meet with Cal -Trans <br /> and report back to Council . <br />
