Minutes - San Leandro City Council Meeting - September 5, 1995 Page - 5 -
NEW BUSINESS (continued)
6. I . An Ordinance Amending Title I, Chapter 3, of the San Leandro Municipal Code
Relating to Youth Advisory Commission Appointments, Number of Youth
Advisory Commissioners, and Their Terms of Office.
Council Member Myers said the proposed Ordinance seemed to affect the terms
of existing Boards and Commissions. The City Attorney explained that the
Ordinance before the Council related to the Youth Advisory Commission only
and did not affect any action previously taken related to other Boards and
Commissions.
The following Ordinance was then introduced:
Ordinance No. 95-017, An Ordinance Amending Title I , Chapter 3, of the San
Leandro Municipal Code Relating to Youth Advisory Commission Appointments,
Number of Youth Advisory Commissioners, and Their Terms of Office. (2680)
Introduced by Council Member Loeffler, who moved its adoption, seconded by
Council Member Perry, and carried by a majority vote (7) .
A. Resolution Supporting Senate Constitutional Amendment 2 (supports
proposed amendment to State Constitution which changes the requirements
for approving the California budget) .
Council Member Polvorosa said the Bill was proposed by Assemblyman
Sweeney and provides for a number of actions to balance the State
budget, including forfeiture of Legislators' pay if the budget is not
passed on time.
The City Council discussed the matter and said they needed the full
text of the Bill and its current status before the Legislature before
making a decision. They requested that, in the future, they be
provided with the full text of all Bills proposed for their action and
with the most current status.
The City Council continued consideration of this matter to September
18, 1995.
B. Report by Council Members Regarding Economic Development Conference.
Vice Mayor Kerr reported on the Economic Development Conference, which
he attended with Council Member Galvan, Susan McCue, and Steve Emslie.
He said San Leandro has been doing an outstanding job in economic
development. He described innovative activities by other cities such
as Long Beach, Sacramento, and Phoenix. He discussed various
presentations he attended which emphasized the importance of balancing
existing and needed buildings with the infrastructure.
