An Ordinance Amending Title I, Chapter 3, of the San Leandro Municipal Code <br /> Relating to Youth Advisory Commission Appointments, Number of Youth <br /> Advisory Commissioners, and Their Terms of Office. <br /> Council Member Myers said the proposed Ordinance seemed to affect the terms <br /> of existing Boards and Commissions. The City Attorney explained that the <br /> Ordinance before the Council related to the Youth Advisory Commission only <br /> and did not affect any action previously taken related to other Boards and <br /> Commissions. <br /> The following Ordinance was then introduced: <br /> Ordinance No. 95-017, An Ordinance Amending Title I , Chapter 3, of the San <br /> Leandro Municipal Code Relating to Youth Advisory Commission Appointments, <br /> Number of Youth Advisory Commissioners, and Their Terms of Office. (2680) <br /> Introduced by Council Member Loeffler, who moved its adoption, seconded by <br /> Council Member Perry, and carried by a majority vote (7) . <br /> A. Resolution Supporting Senate Constitutional Amendment 2 (supports <br /> proposed amendment to State Constitution which changes the requirements <br /> for approving the California budget) . <br /> Council Member Polvorosa said the Bill was proposed by Assemblyman <br /> Sweeney and provides for a number of actions to balance the State <br /> budget, including forfeiture of Legislators' pay if the budget is not <br /> passed on time. <br /> The City Council discussed the matter and said they needed the full <br /> text of the Bill and its current status before the Legislature before <br /> making a decision. They requested that, in the future, they be <br /> provided with the full text of all Bills proposed for their action and <br /> with the most current status. <br /> The City Council continued consideration of this matter to September <br /> 18, 1995. <br /> B. Report by Council Members Regarding Economic Development Conference. <br /> Vice Mayor Kerr reported on the Economic Development Conference, which <br /> he attended with Council Member Galvan, Susan McCue, and Steve Emslie. <br /> He said San Leandro has been doing an outstanding job in economic <br /> development. He described innovative activities by other cities such <br /> as Long Beach, Sacramento, and Phoenix. He discussed various <br /> presentations he attended which emphasized the importance of balancing <br /> existing and needed buildings with the infrastructure. <br />
